Volumul mare de modificari fiscale ca raspuns la criza financiara globala continua sa genereze politici fiscale mai bine orientate, selective si mai nuantate in multe tari din intreaga lume in 2013, chiar daca majoritatea economiilor continua sa se lupte cu datorii mari si bugete austere. In timp ce multe tari, inclusiv Statele Unite ale Americii, inca aspira la o reforma fiscala la scara larga, altele, cum ar fi Australia si Olanda, si-au extins deja baza de impozitare in masura posibila pentru a pastra prudenta, atat la nivel competitiv, cat si politic.

Sistemul fiscal al Republicii Moldova, ca şi al altor ţări, este bazat pe conformarea voluntară a contribuabililor la declararea şi la plata obligaţiilor fiscale către buget. În acest sens, instituirea unui cadru unitar al relaţiilor de parteneriat în raport cu mediul de afaceri şi cetăţeni, bazat pe încrederea şi susţinerea reciprocă, este foarte important, chiar primordial. De aceea, activitatea Serviciului fiscal trebuie să fie îndreptată spre oferirea unor soluţii optime şi competente contribuabililor, concretizate într-un ansamblu de servicii automatizate de o înaltă calitate, bazate pe realizările de ultimă oră în domeniul tehnologiilor informaţionale, concomitent cu armonizarea legislaţiei fiscale a Republicii Moldova la standardele internaţionale de administrare fiscală.
