Accizele la importul tractoarelor agricole de mâna a doua ar putea fi excluse

Membrii comisiei agricultură și industrie alimentară au oferit, cu vot unanim, aviz pozitiv pentru  proiectul de lege de modificare a Codului fiscal, prin care se propune excluderea accizelor la importul tractoarelor agricole de la pozițiile tarifare 870110 000, 870120, 870130000, 870191900, 870192900, 870193900, 870194900, 870195900, 870191100, 870192100, 870193100, 870194100 și 870195100.
 
După cum a informat autorul inițiativei, astfel se va reduce la zero cota accizelor la tractoarele de mâna a doua, ceea ce este favorabil pentru agricultorii mici, menționând că prin Legea nr. 257/2020 a fost eliminată interdicția de import a tractoarelor agricole și forestiere și s-au stabilit accize speciale pentru aceste mărfuri. Astfel, din anul 2021 tractoarele clasificate la pozițiile tarifare 870110000 (motocultoare) importate în țara noastră cu termenul de exploatare de până la 12 ani sunt scutite de la plata accizelor, cele de la 13-15 ani sunt supuse unei accize de 10 lei/cm3, cele de la 16 la 18 ani – 20 lei/cm3,  iar de la 19 ani – 60 lei /cm3.
 
În același timp, tractoarele cu roti utilizate în agricultură și silvicultură clasificate la pozițiile tarifare 870191100, 870192100, 870193100, 870194100, 870195100 cu termenul de exploatare de până la 20 de ani nu sunt supuse accizelor, la cele de la 21 până la 23 ani accizele constituie 10 lei/cm3, cele de la 24 la 26 ani – 20 lei/cm3, iar de la 27 ani – 60 lei/cm3.
 
Creșterea productivității agriculturii este generate de mai mulți factori, de aceea este necesar de examinat oportunitatea excluderii accizelor la aceste tractoare, ceea ce va oferi o oportunitate pentru creșterea veniturilor obținute în sectorul agricol, se mai menționează în nota proiectului.
