Ajutorul pentru perioada rece a anului: majorarea pragului de trecere pe venit

Cuantumul ajutorului pentru perioada rece a anului (pentru perioada 1 noiembrie 2021 – 31 martie 2022) ar putea fi majorat cu 200 de lei (până la 700 lei), prevede proiectul hotărârii Guvernului pentru modificarea HG nr. 1167/2008 pentru aprobarea Regulamentului cu privire la modul de stabilire şi plată a ajutorului social elaborat de Ministerul Muncii și Protecției Sociale și propus pentru consultări publice.
 
Potrivit autorilor, documentul a fost elaborat în scopul susținerii și țintirii celor mai defavorizate familii prin consolidarea Programului de ajutor social, în contextul majorării tarifelor la utilități - energie termică, gaze, lemne, cărbune.
 
Totodată, proiectul prevede majorarea pragului eligibilității la calcularea scorului punctajului indicatorilor de bunăstare (proxy) până la 94,1 din 1 ianuarie 2022 (la momentul de față acesta constituie 91,28 puncte), ceea ce va asigura creșterea numărului potențialilor beneficiari ai ajutorului pentru perioada rece a anului cu circa 50 mii de familii. Conform datelor oficiale, numărul mediu de familii beneficiare de ajutor pentru perioada rece a anului pentru perioada noiembrie 2020 – martie 2021 a constituit 212 mii familii. 
 
Concomitent, MMPS a propus pentru consultări publice și proiectul de lege pentru modificarea art. 151 din Legea nr. 133/2008 cu privire la ajutorul social, prin care se intenționează majorarea multiplicatorului pentru venitul lunar minim garantat utilizat la stabilirea dreptului la ajutor pentru perioada rece a anului de la 2,2 la 2,6. Astfel, pragul de trecere pe venit la evaluarea dreptului pentru ajutor pentru perioada rece a anului pentru familiile defavorizate poate fi majorat cu 478,40 lei (de la 2631,2 lei până la 3109,6 lei).
 
 
Conform estimărilor, în condițiile aprobării propunerilor înaintate prin ambele proiecte, realizarea măsurilor propuse va necesita alocarea mijloacelor financiare suplimentare din bugetul de stat în volum de circa 103,6 mil. lei lunar pentru perioada decembrie 2021 - martie 2022 (per total, 5 luni).
Proiectul a fost aprobat astăzi, 10 noiembrie, în ședința Guvernului.
