Antrepozitele vamale sunt supuse unui control riguros

Directorul General al Serviciului Vamal, Vitalie Vrabie, a dispus efectuarea unei evaluări exhaustive a activității antrepozitelor vamale în vederea determinării conformității acestora cu normele impuse de legislația în vigoare, precum și a utilității economice a acestora. În acest sens, de către autoritatea vamală centrală, la data de 28 martie curent, a fost inițiat un control al tuturor celor 50 de antrepozite vamale autorizate. În cadrul analizei au fost considerate mai multe aspecte referitoare la tipurile de mărfuri plasate în regim suspensiv, destinația acestora, precum și respectarea de către antrepozitari a prevederilor care reglementează acest regim. În cadrul ședinței, membrii grupurilor de control au prezentat conducerii Serviciului Vamal rezultatele respectivei inspectări care au relevat o serie de încălcări admise atât de către titularii declarației vamale de antrepozitare, cât și de către colaboratorii vamali responsabili de monitorizarea acestor antrepozite. Potrivit datelor raportului, majoritatea antrepozitelor nu dispun de condițiile minime necesare unei bune funcționări, unele fiind utilizate în alte scopuri decât pentru păstrarea mărfurilor antrepozitate. Totodată, urmează a fi stabilită destinația reală a mărfurile declarate a fi reexportate, în vederea excluderii riscului plasării acestora pe piața autohtonă fără perceperea drepturilor de import aferente. De menționat că, actualmente, valoarea mărfurilor stocate în respectivele antrepozite vamale este estimată la aproximativ 1 mlrd. de lei, fapt pentru care o administrare ineficientă a acestui domeniu ar putea cauza prejudicii considerabile bugetului de stat. În acest context, Directorul General al Vămii a solicitat o reevaluare a activității acestor entități, care va include informații detaliate privind infrastructura și capacitatea de stocare a acestora, funcționalitatea tehnicii de control, respectarea normelor de securitate, precum și destinația finală a tuturor categoriilor de mărfuri plasate. Misiunea Serviciului Vamal este de a stabili legalitatea operațiunilor desfășurate în acest regim facilitar. Prin urmare, încălcările depistate și devierile de la procedura de plasare a mărfurilor în acest regim vor genera sancțiuni, inclusiv prin retragerea autorizației de antrepozit vamal, a menționat în încheierea ședinței Vitalie Vrabie.
