Беспошлинный лимит для международных посылок B2C снизится до 100 евро

С 1 января 2021 г. необлагаемый налогами лимит посылок, отправленных компаниями-нерезидентами в пользу физических лиц в Молдове, планируется снизить с 200 до 100 евро. Соответствующие поправки в налоговое и таможенное законодательство предусмотрены в проекте налоговой политики на 2021 г., который представлен для публичных консультаций.
 
В Минфине отмечают, что с развитием электронной торговли в Молдове, как и во всем мире, наблюдается стремительный рост количества импортируемых товаров через международные почтовые отправления. В то же время, страны предпринимают меры для того, чтобы управлять последствиями этого феномена для таможенных процессов и применения НДС в этой области.
 
Как и других государствах, в Молдове действует ряд освобождений для посылок небольшой стоимости. Так, в настоящее время товары, отправленные посредством международных почтовых отправлений юрлицом-нерезидентом в пользу физлица (категория «B2C» - business to consumer) и не предназначенные для коммерческой деятельности, освобождены от таможенных платежей (НДС, акцизы, таможенные пошлины), если их таможенная стоимость не достигает 200 евро. Если же таможенная стоимость товаров превышает сумму в 200 евро за одно отправление, физлицо-получатель обязано оплатить НДС, акциз и таможенные пошлины, исходя из таможенной стоимости товаров.
 
Как отмечают в Минфине, несмотря на то, что необлагаемый порог для посылок категории «B2C» с 1 января 2020 г. был снижен до 200 евро, он все еще остается высоким по сравнению с европейским уровнем – 22 евро. Высокий беспошлинный порог для международных почтовых отправлений представляет собой угрозу для налоговых поступлений и способствует развитию нелояльной конкуренции по отношению к местным производителям и импортерам-резидентам, которые платят все налоги.
 
Предложенные меры направлены на соблюдение принципа налоговой справедливости и обеспечение бюджета доходами, которые в дальнейшем будут направляться на решение социально-экономических проблем.
