Больничные листы по-прежнему будут выдаваться бенефициарам на бумажных носителях

Сегодня, 4 сентября, Министерство здравоохранения, труда и социальной защиты уточняет некоторые положения Закона №289 о пособиях по временной нетрудоспособностии других пособиях социального страхования, в соответствии с которыми Национальная касса социального страхования с 1 июля текущего года производит расчет и оплату больничных листов. Таким образом, с 28 августа 2019 г. больничные листы обрабатываются в электронном формате и, посредством платформы MConnect, направляются НКСС для определения суммы, подлежащей оплате бенефициару. Министерство поясняет, что лицам, находящимся в ситуации временной нетрудоспособности, больничный лист по-прежнему будет выдаваться на бумажном носителе для его представления работодателю, который оплачивает первые пять дней нетрудоспособности (но не более 15 дней в общей сумме за один календарный год в случае многочисленных периодов временной нетрудоспособности.) по общим заболеваниям или по несчастным случаям, не связанным с работой. Министерство сообщает, что роль государственных или частных медицинских учреждений заключается в том, чтобы вводить в систему данные из больничных листов и информировать пациентов о новых правилах. Данные из указанных листов, выданных врачами, начиная с 1 июля 2019 г., будут занесены на онлайн-портал. Использование портала медицинских отпускных сертификатов направлено на создание системы учета и системного контроля за методом оплаты за временную нетрудоспособность, а также на соответствие платежей международному опыту. Также ведомство сообщило, что его введение в действие запоздало в связи с отказом компании, выигравшей конкурс на выполнение работ, от реализации проекта в связи с отсутствием специалистов для выполнения заказа. Ввиду этого, был проведен повторный конкурс.
