Când Moldova va avea un parc IT

Primul parc IT ar putea fi construit pe baza fostei asociații științifice INAGRO, iar o parte din investiții ar putea fi făcută de Agenția Statelor Unite pentru Dezvoltare Internațională (USAID). Informația se regăsește în raportul de activitate al Ministerului Tehnologiei Infomației și Comunicațiilor (MTIC). Potrivit raportului, USAID va finanța studiul de fezabilitate pentru crearea parcului IT și va contribui la atragerea investitorului. MTIC a precizat, în raportul de activitate, că investițiile din partea USAID ar putea veni în cazul în care și Guvernul se va implica, prin oferirea terenului și clădirilor pentru crearea parcului. Anul trecut, Parlamentul a aprobat Legea cu privire la parcurile din industria tehnologiei informației, care permite crearea parcurilor IT și care vor putea funcționa inclusiv în regim ”virtual”. Elementul cheie al legii îl constituie implementarea modelului inovativ de impozitare pentru rezidenții parcurilor IT, prin aplicarea unui impozit unic în mărime de 7%. Impozitul unic perceput de la rezidenții va include următoarele impozite şi taxe: impozitul pe venit din activitatea de întreprinzător, impozitul pe venit din salariu, contribuţiile de asigurări sociale de stat obligatorii datorate de angajaţi şi angajatori, primele de asigurare obligatorie de asistenţă medicală datorate de angajaţi şi angajatori, taxele locale, impozitul pe bunurile imobiliare şi taxa pentru folosirea drumurilor de către autovehicule înmatriculate în Republica Moldova, datorate de rezidenţii parcurilor în conformitate cu legislaţia aplicabilă. Celelalte impozite şi taxe vor fi achitate de rezidenţii parcurilor în modul general stabilit. Potrivit legii, rezidenții vor putea realiza expres 8 genuri de activitate, legate în mod special de elaborarea de programe, care pot fi desfășurate în cadrul IT parcurilor: activităţi de realizare a soft-ului la comandă (software orientat la client):
  • activităţi de editare a jocurilor de calculator; activităţi de editare a altor produse software;
  • activităţi de management (gestiune şi exploatare) a mijloacelor de calcul;
  • prelucrarea datelor, administrarea paginilor web şi activităţi conexe;
  • activităţi ale portalurilor web; activităţi de consultanţă în tehnologia informaţiei; alte activităţi de servicii privind tehnologia informaţiei.
Pentru a putea fi pusă în aplicare Legea, Guvernul urmează să ajusteze cadrul legislativ conex.
