CNAM implementează auditul de codificare în sistemul DRG

Compania Naţională de Asigurări în Medicină (CNAM) pilotează în această săptămână auditul codificării diagnosticelor şi procedurilor prin sistemul DRG (CASE-MIX) în 3 spitale: Spitalul Clinic Republican, Spitalul Raional Hânceşti şi Spitalul Clinic Municipal pentru Copii “V. Ignatenco”. Totodată este testat şi programul soft de audit, elaborat de CNAM pentru efectuarea auditului de codificare în spitale. Auditul este realizat de medici experţi din cadrul Direcţiei generale calitate, evaluare şi control a CNAM, care au fost instruiţi anterior în domeniul auditului de codificare în sistemul DRG. Aceştia vor verifica dacă datele şi codificările din fişele medicale ale pacienţilor corespund cu regulile de codificare din programul electronic al sistemului DRG şi sunt respectate definiţiile diagnosticelor şi procedurilor medicale. Procedura este desfăşurată de doi auditori în acelaţi timp, însă în mod independent. Constatarile lor vor fi înregistrate, comparate şi luată o decizie comună.
Vom testa cum fucţionează programul de audit, vom verifica dacă datele din sistemul informaţional corespund cu codificările din fişele medicale pe suport de hârtie, susţine expertul internaţional în domeniul auditului de codificare Kristiina Kahur, care acordă suport şi însoţeşte echipele de auditori în faza de pilotare.
Vicedirectorul general al CNAM, Iurie Osoianu, spune că auditul corectitudinii codificării diagnosticelor şi procedurilor prin sistemul DRG (CASE-MIX) cît şi confirmarea lor în documentaţia medicală va permite Companiei Naţionale de Asigurări în Medicină să-şi onoreze obligaţiunile contractuale achitînd servicii real efectuate de către instituţiile medicale, astfel fiind eficientizate cheltuielile pentru sănătate. Totodată este un suport pentru instituţiile medicale contractate, care vor putea identifica problemele şi necesităţile de îmbunătăţire a procesului de codificare.
După etapa de pilotare a auditului de codificare în sistemul DRG, vor fi evaluate necesităţile de îmbunătăţire a procedurii şi a programului soft, cu scopul de a extinde această activitate pentru toate instituţiile medicale din ţară. Elaborarea şi implementarea auditului de codificare în sistemul DRG are loc în cadrul proiectului „Servicii de sănătate şi asistenţă socială“, finanţat de Banca Mondială.
