Comitetele sectoriale vor beneficia de finanțare de la buget

Ministerul Sănătății, Muncii și Protecției Sociale (MSMPS) expune pentru consultări publice proiectul hotărârii Guvernului cu privire la modul de finanțare din bugetul de stat a proiectelor, desfășurate de Comitetele sectoriale pentru formarea profesională. Aceasta, în contextul intrării în vigoare de la 01 ianuarie 2018, a Legii cu privire la Comitetele sectoriale. Potrivit legii, Comitetul sectorial este o instituție a parteneriatului social, cu calitate de persoană juridică, organizată la nivelul ramurii economice din care fac parte reprezentanții patronatelor, sindicatelor, autorităților publice centrale. Scopul Comitetului sectorial este de a susține învățământul profesional vocaţional prin racordarea acestuia la cerințele pieței forței de muncă, promovarea intereselor partenerilor sociali. Proiectul deciziei Guvernului,înaintat de MSMPS, stabilește modul de prezentare de către Comitetele sectoriale a propunerilor de proiecte pentru a fi susținute din sursele bugetului de stat, precum și condițiile de evaluare a proiectelor, de aprobare și finanțare a acestora. Astfel, proiectul prezentat de către Comitetul sectorial va conține expunerea scopului, obiectivelor, importanța socială, rezultatele scontate și indicatorii de evaluare a costurilor financiare. Cheltuielile urmează a fi divizate în cele directe și indirecte. Selectarea proiectelor va fi efectuată de către o comisie, în component căreea vor fi incluşi 7 experți, selectaţi de către MSMPS. Finanțarea va fi asigurată în baza unui contract , încheiat între MSMPS și beneficiar, în tranșe, aferente realizării proiectului, specificate în contract. Comitetul sectorial beneficiar de finanțare va avea obligația de a prezenta un raport analitic privind utilizarea mijloacelor alocate și va purta răspundere, dacă aceste mijloace vor fi utilizate în alt scop. Pentru finanțarea proiectelor Comitetelir sectoriale, în bugetul de stat pentru anul 2018 se preconizează 1,2 mil. lei, iar potrivit Cadrului Bugetar pe Termen Mediu, pentru anii 2019 și 2020 sunt planificate 1,8 mil. lei și, respectiv, 2,4 mil. lei. MSMPS consideră că mecanismul transparent de finanțare a proiectelor Comitetelor sectoriale va impulsiona activitatea acestora și va contribui la dezvoltarea și modernizarea învățământului profesional-tehnic și la formarea continuă a salariaților, conform cerinţelor pieței muncii.
