Conceptul SIA „Cadastrul de stat al apelor”, propus pentru consultări publice

Ministerul agriculturii, dezvoltării regionale și mediului a înaintat pentru consultări publice proiectului hotărârii Guvernului privind aprobarea Concepției Sistemului Informațional Automatizat „Cadastrul de stat al apelor”. Documentul a fost elaborat cu suportul consultanților din cadrul proiectului ,,Consolidarea cadrului instituțional în sectorul alimentarii cu apa si sanitație din Republica Moldova" finanțat de către Agenția austriacă pentru dezvoltare și Agenția Elveția pentru Dezvoltare și cooperare. Necesitatea elaborării proiectului a fost dictate de modificările operate la Legea apelor nr.272/2011 (modificată prin Legea nr.249 /2018). Proiectul hotărârii de Guvern prevede, că SIA „Cadastrul de stat al apelor” va fi integrată în Sistemului Informațional al Resurselor de Apă, aprobat prin HG nr. 672/2016. Concomitent vor fi operate modificări pentru aprobarea Concepției-cadru şi a Regulamentului cu privire la funcționarea Sistemului informațional al resurselor de apă din Moldova. Totodată proiectul propune modificări la HG nr. 763/2013 cu privire la regulamentul Cadastrului de stat al apelor, care stabilește structura Cadastrului de stat al apelor, conform noilor prevederi a Legii apelor. Concepția SIA „Cadastrul de stat al apelor” reprezintă o viziune asupra creării și funcționării spațiului informațional al domeniului privind protecția, gestionarea și evidența resurselor de apă de suprafață și subterane, a construcțiilor hidrotehnice și a zonelor protejate. Crearea SIA „Cadastrul de stat al apelor”, va fi asigurată prin dezvoltarea/extinderea Sistemului Informațional al Resurselor de Apă (SIRA, www.sira.brand.md), creat anterior, dar care la moment nu este funcțional. După cum afirmă autorii, inițiativa lansată nu afectează activitatea de întreprinzător, or întreprinzătorii vor beneficia direct de crearea SIA, prin faptul că vor avea acces în format electronic la informația actualizată privind resursele de apă (calitatea și cantitatea acestora). Se așteaptă că dispunând de această informație întreprinzătorii vor putea planifica mai eficient dezvoltarea afacerilor.
