Cresc rigorile pentru asigurarea cu bilete de tratament a persoanelor în vârstă și celor cu dizabilități

Mecanismul de asigurare, distribuire și eliberare a biletelor de reabilitare/recuperare a persoanelor în vârstă și persoanelor cu dizabilități va fi eficientizat, potrivit proiectului modificărilor și completărilor la decizia Executivului din 26 mai 2010, expus pentru consultări publice. Proiectul modificărilor și completărilor propune extinderea dreptului la însoțitor pentru toate persoanele cu dizabilități severe, care, potrivit concluziilor Consiliului Național pentru Determinarea Dizabilității și Capacității de Muncă sau structurilor sale teritoriale, necesită ajutor permanent din partea altei persoane. Rolul însoțitorului persoanei cu dizabilități severe constă în oferirea serviciilor de supraveghere, suport și îngrijire a beneficiarului pe perioada reabilitării/recuperării. Proiectul modificărilor și completărilor prevede ca însoțitorul, adică posesorul biletului-tip însoțitor, va beneficia doar de servicii de cazare și alimentare pe perioda de reabilitare/recuperare, achitând 30% din costul biletului. Precizarea aceasta, în opinia Ministerului Sănătății, Muncii și Protecției Sociale, va contribui la sporirea calității serviciilor prestate beneficiarilor și la utilizarea rațională a mijloacelor financiare din bugetul de stat, alocate în acest scop. Pe parcursul implementării deciziei din 26 mai 2010 (cu modificările și completările operate ulterior) s-a constatat, că mai multe structuri teritoriale de asistență socială eliberează bilete de reabilitare/recuperare înainte de termen, nu o singură dată la trei ani, ci după 2,5 ani, 2 ani şi chear 1 an. Faptul contravine Regulamentului cu privire la modul de distribuire a biletelor de reabilitare/recuperare. Nu există o evidență strictă a biletelor eliberate, ceea ce generează nemulțumiri din partea potențialilor beneficiari și a societății civile. Concretizările făcute prin proiectul modificărilor și completărilor au menirea de a evita interpretările eronate și de a îmbunătăți evidența beneficiarilor de bilete de reabilitare/recuperare. Astfel, dreptul la asigurarea cu bilete de tratament se acordă o dată la trei ani pentru persoanele în vârstă, persoanele cu dizabilități ce au atins vârsta de 18 ani și se află la evidența structurilor teritoriale de asistență socială. Biletele vor fi oferite la depunerea actelor constatatoare necesare.
