Curtea de Conturi: instituție de control sau de audit?

Parlamentul urmează să voteze în lectura a doua proiectul Legii privind organizarea și funcționarea Curții de Conturi, votat de Parlament în prima lectură la 30 iunie curent. Proiectul a fost discutat în cadrul comisiei de profil și votat spre examinare în lectura a doua în ședință plenară. Noul proiect redefinește tipurile de audit, statutul personalului cu atribuții de audit public, stabilește obligativitatea certificării acestora, extinde aria de audit, în special în sectorul economic cu participarea statului, concretizează genul de rapoarte prezentate entităților, drepturile și responsabilitățile auditorilor publici etc. Proiectul mai prevede supunerea situațiilor financiare anuale ale Curții de Conturi auditului, efectuat în conformitate cu standardele internaționale de către o organizație de audit extern independentă, selectată de Parlament prin concurs, care nu trebuie să fie angajată de trei ani consecutiv și să nu aibă alte interacțiuni cu Curtea. Totodată, prin acest proiect se va impune autorităților publice și întreprinderilor de stat obligativitatea publicării pe paginile lor web a rapoartelor de audit ale Curții de Conturi, precum și a informațiilor despre implementarea recomandărilor Curții. Măsura se va face în scopul majorării transparenței și responsabilității autorităților publice pentru buna guvernare. Proiectul propriu-zis a mai primit o expertiză din partea SIGMA, după cum a fost solicitat de către partenerii externi și în mare parte nu au existat obiecții, a comunicat Președintele comisiei economie, buget și finanțe, Ștefan Creangă. Curtea de Conturi este o instituție de control sau de audit? Întrebarea a fost adresată de Zinaida Greceanîi, care a avut o obiecție față de statutul instituției, menționând că dorește o claritate în acest sens. Mi-aș dori ca instituția să fie de control, să nu mai avem Inspecție Financiară sau alte instituții de acest gen, a menționat deputatul. În acest context, vice-președintele Curții de Conturi, Tamara Andrușca, a relatat că asupra articolului ce reglementează statutul Curții de Conturi au fost mai multe discuții și s-a dorit păstrarea termenului activitatea de audit, însă în Constituția Republicii Moldova este indicat sintagma controlul asupra administrării. Controlul se face prin probe de audit, a menționat vice-președintele Curții. Adoptarea unei noi legi a Curții de Conturi are drept scop resetarea cadrului legislativ în materie de audit public extern. Proiectul a fost elaborat ținându-se cont de prevederile Standardelor Internaționale de Audit Public Extern, adoptate de Organizația Internațională a Instituțiilor Supreme de Audit, se spune în nota proiectului.
