Decis: preţurile la carburanţi vor fi stabilite trimestrial

Parlamentul a votat în lectură finală modificările în Legea privind piaţa produselor petroliere. Conform alin.4 art.4 din Lege, la fiecare două săptămâni, în funcție de cotațiile Platts din perioada precedentă, Agenția Naţională pentru Reglementare în Energetică stabilește prețurile plafon de comercializare cu amănuntul a produselor petroliere principale și le publică pe pagina sa web. Modificările aprobate prevăd că, după publicarea proiectului, prețurile plafon pentru carburanți vor fi stabilite trimestrial. Totodată, ANRE va putea interveni și pe parcursul perioadei de trei luni stabilite, în cazul în care devierile cotațiilor medii Platts vor fi mai mari de de 10% şi provoacă majorarea sau micșorarea prețurilor plafon pentru carburanti. Proiectul mai prevede că ANRE va fi obligată să micșoreze prețurile dacă devierile cotațiilor crează posibilitatea micşorării acestora, iar majorarea poate fi aprobată doar la solicitarea agenților economici. Aceste modificări sunt aprobate datorită conştientizării impactului social negativ ce a fost determinat de ultimele acte administrative ale ANRE ce ţin de plafonarea prețurilor pentru comercializarea produselor petroliere cu amănuntul, fiind contestate de către Ministerul Economiei şi Infrastructurii în comun cu Agenția pentru Protecția Consumatorului și Supravegherea Pieței, în interesele consumatorilor, în instanța de judecată. În urma aprobării proiectului de completare şi modificare a Legii, ANRE are obligaţia să modifice Metodologia formării și aplicării prețurilor la produsele petroliere. Până la realizarea acestei acţiuni, soluţia optimă este considerată stabilirea trimestrială a prețurilor plafon.
