Delimitarea competențelor în domeniul gestionării deșeurilor

În competența autorităților administrației publice locale vor rămâne doar atribuțiile de colectare, de asigurare etapizată a condițiilor pentru colectare separată și de transportare a deșeurilor la nivel local, iar la nivel național în domeniul gestionării deșeurilor Guvernul va exercita competențe extinse. În ședința Executivului din 7 martie a fost aprobat proiectul hotărârii privind angajarea răspunderii asupra proiectului de lege pentru modificarea unor acte legislative. Ministrul Agriculturii, Dezvoltării Regionale și Mediului, Nicolae Ciubuc, a menționat că această delimitare este determinată de situația precară creată în acest domeniu la nivelul întregii țări, precum și de necesitatea consolidării eforturilor și concentrării resurselor pentru realizarea unor proiecte de anvergură națională sau regională în vederea compensării lipsei capacităților autorităților administrației publice locale de a face față acestor provocări. Astfel, prin acest proiect se delimitează clar competențele în domeniul gestionării deșeurilor între Guvern și autoritățile care îi sunt subordonate, pe de o parte, și autoritățile administrației publice locale, pe de altă parte. La momentul actual, Legea privind descentralizarea administrativă stipulează că APL sunt responsabile și de gestionarea deșeurilor. Implementarea proiectului nu necesită cheltuieli suplimentare din bugetul de stat, punerea în aplicare a noilor prevederi se va realiza în limita mijloacelor financiare alocate în bugetul de stat pentru gestionarea acestui domeniu.
