Exproprierea pentru facilitarea construcției conductei de gaze Ungheni – Chișinău

Lucrările de construcție a conductei de transport de gaze pe direcția Ungheni–Chișinău se vor desfășura concomitent cu exproprierea terenurilor. Hotărârea aparţine Guvernului şi a fost aprobată de cabinetul de miniștri. Potrivit ministrului Economiei și Infrastructurii, Chiril Gaburici, documentul este elaborat în contextul acțiunilor întreprinse de minister pentru facilitarea construcției conductei și are drept scop consolidarea securității energetice a țării prin diversificarea surselor de furnizare a gazelor naturale. Totodată, în nota proiectului se menționează că elaborarea actului este determinată atât de nesiguranța continuării aprovizionării cu gaze naturale prin intermediul „Moldovagaz” S.A. după anul 2019, fapt care stabilește necesitatea finalizării lucrărilor de construcție și operaționalizarea transportului de gaze naturale prin noua conductă pe direcția Ungheni –Chișinău până la finele anului respectiv, cât și de privatizarea Î.S. „Vestmoldtransgaz”, în calitate de complex patrimonial unic. Este un obiectiv de importanță deosebită, stabilit în Strategia energetică a Republicii Moldova până în anul 2030, a menționat ministrul, care a mai adăugat, că prin această hotărâre se instituie o procedură specială de expropriere, care va elimina orice risc. În document este detaliată și procedura de plată a despăgubirilor proprietarilor bunurilor imobile, Guvernul asumându-și pe deplin responsabilitatea pentru compensarea daunelor provocate solului, plantațiilor, construcțiilor și recoltei nestrânse. Despăgubirile respective vor fi stabilite în baza rapoartelor de evaluare întocmite de specialişti licențiați în domeniu, desemnați de expropriator, care vor analiza suprafaţa bunurilor imobile expropriate și a bunurilor în privința cărora a fost expropriat dreptul de folosință, valorile rezultatelor existente, respectiv estimate, pe bunurile imobile expropriate sau pe cele în privința cărora a fost expropriat dreptul de folosință, comunicate de entitățile competente, valorile estimate ale amenajărilor sau facilităţilor afectate de expropriere, precum și activităţile restrânse datorate exproprierii. Lista terenurilor ce urmează a fi expropriate va fi afișată la sediile autorităților publice locale și pe pagina oficială a primăriilor în a căror rază sunt situate acestea, concomitent cu transmiterea notificărilor către proprietari. Reamintim că lucrările de construcție a gazoductului Ungheni-Chișinău au fost declarate utilitate publică de interes național.
