Extinderea garanțiilor privind aplicarea impozitului unic pentru rezidenții Parcului IT

Rezidenții parcului pentru tehnologia informației ar putea avea dreptul să activeze conform prevederilor inițiale ale Legii nr.77/2016 cu privire la parcurile pentru tehnologia informației pe toată durata termenului de activitate a parcului, chiar dacă vor fi adoptate legi noi, prin care se va modifică cota sau componența impozitului unic perceput de la rezidenții parcurilor. Ministerul Economiei și Infrastructurii propune spre consultare proiectul de hotărâre privind aprobarea proiectului de lege pentru modificarea Legii nr.77/2016, fiind propusă extinderea garanțiilor privind aplicarea impozitului unic în formula actuală pentru întregul termen de activitate al parcului IT, ceea ce va asigura o previzibilitate pentru acest sector. În prezent, art.15 alin. 4) din Legea 77/2016 prevede dreptul rezidenților de a beneficia de impozit unic, având rata și condițiile actuale, pentru o perioadă garantată de 5 ani de la data intrării în vigoare a Legii. Prin urmare, în anul 2021 expiră termenul prevăzut în legislație și acest fapt creează incertitudine pentru planificarea investițiilor de către companiile IT rezidente ale Moldova IT Park, precum și atragerea potențialilor investitori. Astfel, datorită modificărilor propuse, rezidenții primului Parc IT din Moldova, instituit prin HG 1144/2017 pe un termen de 10 ani, ar putea beneficia de regimul fiscal actual până în anul 2027. Potrivit datelor, la sfârșitul anului 2019 rezidenții Moldova IT Park au înregistrat un număr total de 9716 angajați, demonstrând o creștere cu circa 44,18% comparativ cu anul 2018, majoritatea fiind ingineri, iar salariul mediu înregistrat este de circa 29 mii lei. Totodată, suma impozitului unic calculat în baza cifrelor de afaceri declarate de companiile rezidente a constituit în anul 2019 circa 258,23 mil. lei, în creștere cu 52% față de anul 2018.
