Fondul Ecologic Național ar putea fi instituționalizat

Ministerul Mediului a expediat spre aprobare un proiect care prevede înfiinţarea Agenţiei Fondului Ecologic Naţional, în calitate de instituţie juridică separată şi autonomă din punct de vedere financiar. Operarea modificărilor la capitolul plăţilor şi impozitelor de mediu este condiţionată de procesul integrării europene a Republicii Moldova. În conformitate cu art. 86 al Acordului de Asociere RM-UE, părţile îşi asumă angajamentul de a consolida cooperarea în domeniul mediului, contribuind astfel la dezvoltarea durabilă şi ecologizarea economiei. Prin modificările propuse, se urmăreşte crearea Agenţiei Fondului Ecologic Naţional, „în calitate de instrument economico-financiar, în scopul facilitării finanţării, cofinanţării elaborării şi implementării politicilor şi legislaţiei de mediu în Republica Moldova, pentru atingerea obiectivelor Uniunii Europene/prevederilor internaţionale în domeniul mediului şi schimbărilor climatice”. Actualmente, Republica Moldova este unicul stat european în care Fondul Ecologic nu este instituţionalizat, fiind un Serviciu în cadrul Direcţiei finanţe şi evidenţă contabilă a Ministerului Mediului. Instituţionalizarea Fondului Ecologic Naţional va asigura creşterea atât a veniturilor, cât şi a cheltuielilor în domeniul mediului ambiant, reprezentând o platformă comună pentru atragerea investiţiilor şi a proiectelor de mediu, inclusiv cu finanţare externă. Ca urmare a unor studii comparative, opt state centrale şi est-europene (Bulgaria, Cehia, Estonia, Letonia, Polonia, Slovacia, Slovenia şi Ungaria) au reuşit, în perioada 1996-2000, să atragă investiţii în fondurile lor ecologice în valoare de cca 0,2% din PIB. Inițiativa este susţinută de Proiectul comun al PNUD/GEF – Reforma Fiscală de Mediu în Republica Moldova, şi implementată în cooperare cu ODCE.
