Guvernul nu susţine reducerea vârstei de pensionare

Guvernul nu a susținut proiectul de lege privind modificările la Legea privind sistemul public de pensii din 14 octombrie 1998, înaintat cu titlu de inițiativă legislativă de către Președintele Republicii Moldova Igor Dodon și prevede reevaluarea vârstei de pensionare la 62 de ani pentru bărbați și 57 ani pentru femei, precum și ajustarea stagiului de cotizare necesar pentru obținerea pensiei pentru limită de vârstă. Autorul proiectului propune reevaluarea vârstei de pensionare, stabilită în cadrul reformei sistemului de pensii, adoptate în anul 2016, scopul căreea, precum au subliniat în repetate rânduri oficiali de la Ministerul Sănătății, Muncii și Protecției Sociale, este de a asigura funcționalitatea unui sistem de pensii echitabil și sustenabil. Prin această reformă s-a intenționat sporirea beneficiilor din sistemul de pensii, instituirea unei noi formule de calcul care va asigura interdependența dintre contribuțiile achitate și mărimea pensiei, valorarea venitului asigurat, utilizat la calcularea pensiilor. MSMPS menționează să proiectul de lege nu este în concordanță cu principiul stabilități normelor juridice, reeşind din faptul că legislația de pensionare a fost recent modificată. De asemenea, relevă că jurisprudența Curții Europene a Drepturilor Omului prevede că autoritățile naționale sunt cel mai bine plasate să aleagă mijloacele adecvate pentru atingerea unui echilibru între cheltuielile și veniturile publice în realizarea politicilor sociale. Astfel, condițiile și cuantumul prestațiilor de asigurări sociale se calculează în raport cu fondurile disponibile. Totodată, MSMPS reamintește că proiectul de lege nu dispune de o fundamentare economico - financiară. Or, Legea privind finanțele publice și responsabilitatea bugetar-fiscală stipulează că nici o cheltuială nu poate fi acceptată fără indicarea sursei de acoperire a acesteia.
