Guvernul susține controlul mixt moldo-ucrainean

Guvernul a susținut avizul asupra Proiectului de lege privind unele măsuri de control la frontieră, control vamal și asigurarea regimului fiscal în cadrul controlului în comun la unele puncte de trecere a frontierei de stat moldo-ucrainene, propus de un grup de deputați și votat în lectură finală. Astfel, în Monitorul Oficial Nr. 201-213 din 23 iunie curent, a fost publicată Hotărârea Guvernului prin care comunică susținerea acestuia. În același timp, Executivul susține amendamentul propus de рreședintele Comisiei economie, buget și finanțe, Ștefan Creangă, care propune ca decizia de relaxare a controalelor la trecerea frontierei să aparțină Șefului Inspectoratului General al Poliției de Frontieră, pe când proiectul prevede ca această decizie să fie luată de Șeful Departamentului Poliției de Frontieră. Guvernul menționează că susține modificarea propusă de Ștefan Creangă, în contextul schimbării denumirii unor autorități din subordinea Ministerului Afacerilor Interne. Potrivit legislației în vigoare, decizia respectivă este luată de şeful punctului de trecere. Menționăm că a fost votat un proiectul de lege ce propune ca activitatea vamală din cadrul controlului în comun la punctele de trecere a frontierei de stat moldo-ucrainene să fie efectuată în baza procedurii ce urmează a fi stabilite de Guvern, prin derogare de la prevederile Codului vamal, Codului Fiscal, Legii cu privire la modul de introducere și scoatere a bunurilor de pe teritoriul Republicii Moldova de către persoane fizice nr.1569-XV din 20.12.2002, Legii nr.1417 din 17.12.1997 pentru punerea în aplicare a Titlului III al Codului Fiscal și Legii nr.1380 din 20.11.1997 cu privire la tariful vamal. Scopul de bază al proiectului de lege este să permită Guvernului Republicii Moldova să vină cu ajustări la sistemul de control al frontierei de stat, precum și a celui fiscal și vamal. Guvernul va decide elementele ce țin de controlul fiscal și vamal, în derogare de la actele menționate, a declarat deputatul Eugen Carpov – unul din autori, în cadrul dezbaterilor din prima lectură a proiectului în cauză.
