Изменен формат Отчета о результативности программ/подпрограмм

В «Monitorul oficial» № 229-243 от 7 июля 2017 года опубликован приказ Министерства финансов о внесении изменений в формат Отчета о результативности программ/подпрограмм. Новая форма будет использоваться, начиная с представления отчетности за I полугодие 2017 года. В частности, речь идет о ряде изменений в таблице 11.2 «Формат представления отчета о результативности» Приказа министра финансов №209 от 24 декабря 2015 года «Об утверждении Методологического руководства по разработке, утверждению и изменению бюджета». Главное изменение связано с тем, что в разделе «Показатели результативности» , наряду с отклонениями, отчитывающимся бюджетным органам придется представлять краткое объяснение причин отклонения отчетных показателей результативности от запланированных. В части расходов вместо показателей «утверждено», «исполнено», «отклонения», теперь придется заполнять графы «утверждено», «уточнено» и «исполнено». В колонке «исполнено» заполняется кассовое исполнение, а в случае пособий социального страхования, финансируемого из бюджета государственного социального страхования, отражаются фактические расходы. Отмечается, что если некоторые задачи или показатели не могут быть оценены за полугодие, их исполнение заполняется только в годовом отчете. Также отчет дополнен частью IV «Выводы и рекомендации», в которой содержится общая информация о степени реализации задач подпрограммы. Здесь кратко излагаются основные выводы о выполнении показателей результативности и факторы, повлиявшие на значительные отклонения, а также рекомендации или корректирующие действия для информирования и принятия решения руководителем программы и руководителем бюджетного органа. В соответствии с вышеперечисленными изменениями, другим приказом Минфина (№100 от 21 июня 2017 года, опубликован 7 июля в «Monitorul oficial» № 229-243) заменена и форма FD-053 «Отчет о результативности по программам/подпрограммам» в Плане счетов бюджетного учета и Методологических норм организации бухгалтерского учета и финансовой отчетности бюджетных учреждений. Отчеты о результативности составляются за полугодие и год и представляются одновременно с финансовыми отчетами в установленные сроки. Они составляются каждым бюджетным учреждением. Вышестоящий бюджетный орган составляет сводный отчет, который публикует на официальной веб-странице.
