Изменения в бюджетной классификации

Министерство финансов Приказом №151 от 21 декабря 2017 г. внесло изменения и дополнения в бюджетную классификацию. Часть изменений вступает в силу с момента подписания приказа, а некоторые - с 1 января 2018 г. В частности, в приложении №8 «Классификация программ – В. Виды деятельности» появились коды трех новых видов деятельности: • 70213 Проект «Укрепление потенциала в целях эффективного управления отходами в Нижнедунайском Еврорегионе (Clean Town)»; • 70214 Проект «Строительство Поливалентного зала в муниципии Кишинэу»; • 70215 Проект «Единец - полюс экономического роста в северном регионе Молдовы». Программа 50 «Общие экономические и торговые услуги», согласно классификации, была дополнена подпрограммой 15 - «5015 Многофункциональные экономические услуги». В Экономической классификации (приложение №11) появилось 11 новых кодов: • 14154 Доходы от концессий и аренды; • 141541 Компенсация за концессию активов и земельных участков; • 142234 Bозмещение добытого преступным путем имущества на основании окончательного судебного решения, поступающее в государственный бюджет; • 143116 Штрафы, налагаемые Инспекцией по охране окружающей среды; • 415231 Приватизация публичной собственности на базе индивидуальных проектов; • 415232 Приватизация пакетов акций/социальных долей публичной собственности; • 415233 Приватизация государственных/муниципальных предприятий как единый имущественный комплекс; • 415234 Приватизация незавершенных объектов, имущественных комплексов, недвижимого и движимого имущества, нежилых помещений; • 415235 Продажа земель, находящихся в публичной собственности и земель относящихся к недвижимому частной собственностьи; • 41813 Возмещение бюджетных средств предыдущих лет в бюджет; • 418130 Возмещение бюджетных средств предыдущих лет в бюджет. Семь кодов с соответствующими наименованиями исключены (14233, 142330, 14344, 143440, 41521, 415210 и 415230), а еще 10 кодов представлены в новой редакции: • 14341 Штрафы, налагаемые Агентством по техническому надзору; • 143410 Штрафы, налагаемые Агентством по техническому надзору; • 14345 Штрафы, налагаемые Национальным агентством общественного здоровья; • 143450 Штрафы, налагаемые Национальным агентством общественного здоровья; • 14346 Штрафы, налагаемые Агентством по защите прав потребителей и надзору за рынком; • 143460 Штрафы, налагаемые Агентством по защите прав потребителей и надзору за рынком; • 2815 Возмещение бюджетных средств предыдущих лет бюджетному органу/учреждению; • 28150 Возмещение бюджетных средств предыдущих лет бюджетному органу/учреждению; • 281500 Возмещение бюджетных средств предыдущих лет бюджетному органу/учреждению; • 41523 Приватизация публичной собственности. Соответственно, изменения произошли и в описании вышеназванных кодов в Методологических нормах по применению Экономической классификации. Также изменилось описание кодов 415000 («Акции и другие формы участия в капитале внутри страны») и 418000 («Прочие внутренние бюджетные обязательства»), а в классификации источников (приложение №10) в Регистре происхождения источников доходов (S5S6) внесен код 2086 «Правительство Турции».
