Moldova îşi asumă angajamente de simplificare și facilitare a procedurilor vamale

Proiectul de lege privind acceptarea Protocolului adițional V la Acordul de aderare și amendare la Acordul Central European de Comerț Liber (CEFTA) a fost susținut de Guvern în şedinţa din 13 septembrie curent. Prin semnarea la 26 mai 2017 a Acordului de aderare și amendare CEFTA, Republica Moldova și-a asumat mai multe angajamente privind simplificarea și facilitarea procedurilor vamale, precum și reducerea formalităților în comerțului cu țările membre ale acestui aranjament. Decizia privind lansarea Protocolului adițional V deschide perspectiva aprofundării acestor facilități și creează premise pentru oferirea altora. Astfel, urmează să fie simplificate inspecțiile de frontieră, îmbunătățit schimbul de informații între țările membre CEFTA. Protocolul mai prevede recunoașterea reciprocă a operatorilor economici autorizați (AEO), dacă acest program al AEO, implementat de către autoritățile vamale ale țărilor respective, este în conformitate cu legislația europeană și internațională. Protocolul adițional V este alcătuit dintr-un preambul, 35 articole și 3 anexe. Punerea în aplicare a prevederilor Protocolului adițional la Acordul de amendare și acceptare la Acordul CEFTA va contribui la reducerea în continuare a timpului aflării în vamă a agenților economici, participanți la comerțul regional și internațional, costurilor suportate de ei, va spori competitivitatea mărfurilor livrate pe piața regională și internațională a țărilor membre CEFTA. Pentru implementarea prevederilor fiecare stat membru CEFTA va putea beneficia de asistența donatorilor externi. Protocolul va intra în vigoare după acceptarea de către două treimi dintre statele membre a CEFTA - Albania, Bosnia și Herțegovina, Macedonia, Moldova, Muntenegru, Serbia și Kosovo. În Republica Moldova responsabil de aspectele ce țin de punerea în aplicare a prevederilor va fi Comitetul Național de Facilitare a Comerțului.
