Persoanele cu dizabilităţi din copilărie au nevoie de stagiu de cotizare pentru obţinerea pensiei

Inițiativa legislativă a unui grup de deputați, prin care se propune stabilirea pensiei persoanelor cu dizabilități din copilărie, care au atins vârsta de 18 ani, indiferent de stagiul de cotizare, nu a fost susținută de Executiv. Ministrul Sănătății, Muncii și Protecției Sociale Stela Grigoraș a spus că amendamentul deputaților prezintă o derogare de la principiile de organizare și funcționare a sistemului public de asigurări sociale, și anume, principiul egalității. Acesta asigură participanților la sistem, contribuabili și beneficiari, un tratament nediscriminatoriu, bazat pe contributivitate. Doar fondurile de asigurări sociale se constituie pe baza contribuțiilor, datorate de persoanele fizice și juridice, iar drepturile de asigurări sociale se acordă pe temeiul contribuțiilor de asigurări sociale plătite. În cazul persoanelor cu dizabilități, care nu îndeplinesc condițiile pentru obținerea pensiei de la BASS, sunt stabilite alocații sociale de stat, a spus ministrul. În Moldova există locuri de muncă pentru persoanele cu dizabilități. Și multe din aceste persoane lucrează, îşi fac stagiul de cotizare, necesar pentru obținerea pensiei de dizabilitate. Ar trebui, bineînțeles, să ne gândim, cum putem crea mai multe locuri de muncă pentru aceste persoane, a mai adăugat Stela Grigoraș. Potrivit legislației în vigoare, pentru a benefica de pensie de dizabilitate persoanele cu dizabilități din copilărie necesită că până la vârsta de 23 de ani să posede un stagiu de cotizare de 2 ani, de la 23 de ani până la 29 ani stagiul de cotizare prevăzut este de 4 ani, de la 29 la 33 de ani - 7 ani, de la 33 la 37 ani - 10 ani , de la 37 ani la 41 ani - 13 ani și după 41 ani stagiul de cotizare necesită să fie nu mai mic de 15 ani.
