Планы правительства на 2019-2020 гг.

Государственная канцелярия вынесла на общественные консультации проект постановления кабинета министров об утверждении Плана действий правительства на 2019-2020 гг. Этот документ включает все действия, которые предстоит реализовать для достижения целей Программы деятельности правительства. В документе устанавливаются ответственные органы за выполнение тех или иных мер, сроки их реализации и целевые показатели, которые предстоит достичь. Также оговаривается способ отчетности и мониторинга реализации Плана. В целом представленные меры охватывают все сферы компетенции правительства, они сгруппированы в 11 разделов: • Правовое государство; • Хорошее управление; • Публичные финансы; • Экономика и инфраструктура; • Человеческий и социальный капитал; • Национальная оборона и безопасность; • Сельское хозяйство и развитие сельской местности; • Внешняя политика; • Диаспора; • Гражданское общество, масс-медиа и права человека; • Реинтеграция территории. Как отмечается в пояснительной записке к проекту, до настоящего времени кабинет министров утверждал два плана действий: один включал меры по реализации Программы правительства, второй – предусматривал план действий по внедрению Соглашения об ассоциации РМ-ЕС. Однако эти документы включали идентичные меры, отличаясь лишь степенью детализации действий. При этом, наличие двух документов влияло на уровень внедрения запланированных мер, четкость предоставляемых министерствами информации о достигнутых результатах. Например, как выяснилось, отсутствовала синхронизация по срокам и определению ответственных за внедрение запланированных мер, процесс реализации мер недостаточно скоординирован, усилия по мониторингу и отчетности дублировались, а информация о достижениях в двух отчетах в итоге получалась противоречивая. Таким образом, в правительстве сочли оправданным разработать один план, с учетом приоритетов Программы правительства и положений Соглашения об ассоциации РМ-ЕС, а также условий меморандума с МВФ. В соответствии с Законом о правительстве и подзаконными актами, в течение двух месяцев с момента предоставления вотума доверия правительству, предстоит утвердить и План действий правительства. Напомним, кабинет Майи Санду получил вотум доверия парламента 8 июня 2019 г. Одновременно парламент утвердил и Программу его деятельности.
