Prezentarea declarațiilor de avere cu semnătura electronică, oferită gratuit

Subiecții declarării averii și intereselor personale din cadrul organizațiilor și instituțiilor publice vor prezenta declarațiile online , utilizând în acest scop semnătura electronică avansată calificată. O prevedere în acest sens se desprinde din hotărârea privind implementarea Legii declarării averii și intereselor personale, aprobată de Guvern în cadrul şedinţei din 23 august curent. În decizie este prevăzut modul de repartizare a semnăturii electronice avansate calificate subiecților declarării averii și intereselor persoanele. Astfel, Autoritatea Națională de Integritate în termen de o lună va prezenta lista persoanelor responsabile de colectarea declarațiilor și va aproba planul de instruire a acestor persoane în vederea completării Registrului electronic al subiecților declarării averii și a intereselor personale. Semnătura electronică avansată calificată va fi eliberată de Cancelaria de Stat, prin intermediul Întreprinderii de Stat ”Centrul de Telecomunicații Speciale”. Instituțiile publice urmează să completeze, până la 1 octombrie 2017, Registrul electronic al persoanelor, obligate să prezinte Declarația de avere și interese personale. Printre acestea se înscriu persoanele care deţin funcţii de demnitate publică, consilierii săteşti și raionali, deputaţii, inclusiv cei ai Adunării Populare a UTA Găgăuze,membrii Consiliului Superior al Magistraturii şi ai Consiliului Superior al Procurorilor, membrii nepermanenți ai Comisiei Electorale Centrale, conducătorii organizațiilor publice şi adjuncţii acestora. Prevederile documentului în cauză nu se referă la ofițerii SIS şi ofițerii de investigații din cadrul subdiviziunilor cu misiuni speciale ale MAI, Ministerului Apărării, Autorității Naționale Anticorupție, altor organe de drept și ai Serviciului Vamal. Declarațiile acestora nu sunt publice, dar se transmit Autorității Naționale de Integritate pentru control. Numărul subiecților declarării averii și a intereselor personale se estimează de către ANI la circa 70 mii persoane. Semnătura electronică va fi eliberată cu titlu gratuit funcţionarilor indicaţi anterior. Pentru un an costurile sunt estimate la circa 125 de lei per persoană, iar implementarea acestei decizi necesită 8,75 mil. lei, alocaţi din bugetul de stat.
