Programul AEO Moldova, ajustat cu cel european

A intrat în vigoare Hotărârea Guvernului (HG) nr. 209 din 04 aprilie 2017 prin care sunt operate unele modificări și completări la HG nr. 647 din 7 august 2014 privind punerea în aplicare a prevederilor secţiunilor a 271-a şi a 281-a din Codul vamal al Republicii Moldova, care se referă la implementarea procedurilor simplificate de vămuire și a instituției agentului economic autorizat. Scopul noilor amendamente îl constituie ajustarea cadrului legal aplicabil pentru programul AEO (Agent Economic Autorizat) cu practica europeană în domeniul dat, acestea reprezentând angajamente asumate conform Acordului de Asociere RM-UE, inclusiv la capitolul DCFTA. Astfel, odată cu aplicarea noilor modificări, sunt create premisele necesare pentru promovarea implementării sistemului de recunoaștere reciprocă a agenților economici autorizați între Republica Moldova și Uniunea Europeană. Ajustările vizează preponderent aspectele ce țin de aprobarea formularului de cerere privind acordarea statutului de AEO, conform prevederilor noului Cod Vamal al Uniunii Europene, cazurile de neacceptare a cererii etc. Totodată, a fost aprobat un nou model de autorizație de AEO, precum și regulamentul privind logo-ul AEO. De menționat faptul că certificatele de Agent Economic Autorizat eliberate până la data intrării în vigoare a respectivei hotărâri (07 aprilie 2017) rămân valabile până la reevaluarea acestora de către Serviciul Vamal. Documentul a fost elaborat în conformitate cu recomandările experţilor Comisiei Europene (Direcția Generală Taxare şi Uniune Vamală), fiind avizat pozitiv de către Ministerul Finanțelor și Ministerul Economiei. În prezent, statutul de Agent Economic Autorizat este deținut de către 103 companii din Moldova, acestea beneficiind de reducerea numărului de controale, trecerea simplificată a frontierei de stat și prioritate în perfectarea actelor vamale.
