Programul Managementul datoriei de stat pe termen mediu, publicat

Soldul bugetului de stat raportat la produsul intern brut va înregistra o tendință de diminuare în următorii trei ani și va constitui 2,5%. Totodată, se estimează că, în perioada anilor 2020-2022, în medie 18,5% din intrările de împrumuturi externe vor fi direcționate pentru susținerea bugetului, iar circa 81,5% – pentru finanțarea proiectelor investiționale. În Monitorul Oficial din 21 februarie curent a fost publicată Hotărârea de Guvern nr. 56 din 5 februarie 2020 cu privire la aprobarea Programului „Managementul datoriei de stat pe termen mediu (2020-2022)”. Astfel, pentru gestionarea datoriei de stat în perioada 2020-2022 au fost stabilite ca obiective specifice dezvoltarea pieței interne a valorilor mobiliare de stat (VMS), realizarea managementului riscului operațional asociat datoriei de stat, contractarea împrumuturilor de stat externe, ținând cont de raportul cost-risc. Totodată, pentru realizarea acestor obiective, Ministerul Finanțelor va realiza acțiuni ce vizează menținerea sub control a portofoliului datoriei de stat prin limitarea expunerii față de riscul valutar, riscul de finanțare și riscul ratei de dobândă, extinderea maturității portofoliului datoriei și diversificarea bazei instituționale, monitorizarea și evaluarea performanțelor dealerilor primari și alte acțiuni. În același timp, din anul 2020 se preconizează utilizarea operațiunilor de administrare a pasivelor, precum răscumpărarea anticipate (buy back) sau operațiuni switch. Pentru a spori accesul persoanelor fizice la cumpărarea VMS ca instrumente de economisire și a diversificării canalelor de vânzare a valorilor mobiliare de stat, pe termen mediu Ministerul Finanțelor va acorda suport în derularea unui program de distribuție a VMS pentru populație prin intermediul unei platforme electronice de tranzacționare. În document sunt stabiliți și parametrii de risc și sustenabilitate aferenți datoriei de stat, se menționează continuarea implementării operațiunilor de conversiune a datoriei de stat externe.
