Serviciile poștale oferite în RM, la standarde europene

RM se racordează la standardele europene în domeniul serviciilor poștale, potrivit proiectului Legii Poștei în redacție nouă , aprobat de guvern în ajunul Zilei mondiale a Poștei , marcată pe 9 septembrie. Proiectul elaborat și propus de Ministerul Tehnologiei Informației și Comunicațiilor stabilește drepturile și obligațiile furnizorilor și utilizatorilor de servicii poștale, promovând concurența loială și contribuind la îmbunătățirea calității serviciilor prestate Pe lângă reglementările de ordin tehnic și definirea noțiunilor ce caracterizează serviciile poștale moderne, proiectul prevede lansarea serviciului poștal universal, care creează condițiile necesare pentru furnizarea continuă a serviciilor poștale de calitate și la un preț accesibil în toate localitățile Republicii Moldova. În acest sens o serie de reglementări se referă și la sectorul poștal comunitar. Potrivit documentului piața serviciilor poștale se va liberaliza treptat, oferind agenților economici posibilitatea să presteze servicii de transmitere a corespondenței . În calitate de organ de reglementare a sectorului poştal va fi desemnată Agenţia Naţională pentru Reglementare în Comunicaţii Electronice şi Tehnologia Informaţiei. Un capitol aparte se referă la regimul de autorizarea a serviciilor poștale, condițiile de notificare, informația ce urmează a fi comunicată de către persoana care intenționează să presteze servicii poștale. De asemenea , stabilește cuantumul plăților de reglementare și monitorizare în mărime de până la 0,1% din venitul de vânzări provenit din activitățile de furnizare a serviciilor poștale pe anul anterior al fiecărui furnizor de servicii poștale. Autoritatea de reglementare va fi obligată să publice acest cuantum pe anul următor până la 1 noiembrie a anului în curs. Adoptarea Legii Poștei se înscrie în Planul național de acțiuni privind implementarea Acordului de Asociere între Republica Moldova și Uniunea Europeană și asigură concordanța legislației naționale cu prevederile Directivelor și standardelor europene de calitate.
