Serviciul Vamal implementează proiecte inovatoare de facilitare a transportului internațional

Directorul General al Serviciului Vamal, Vitalie Vrabie, a avut o întrevedere cu Secretarul general al Uniunii Internaţionale a Transporturilor Rutiere (IRU), Umberto de Pretto, în cadrul căreia au participat și reprezentanții Asociaţiei Internaţionale a Transportatorilor Auto din Moldova (AITA). Discuțiile s-au axat, preponderent, pe marginea conceptului de implementare a sistemului electronic de schimb al datelor din carnetele TIR, în contextul desfăşurării proiectului pilot experimental eTIR cu Serviciul Fiscal de Stat al Ucrainei. La această temă, Vitalie Vrabie a accentuat necesitatea ajustării cadrului legal care reglementează domeniul aplicării semnăturii digitale în vederea demarării cu succes a proiectului respectiv. Totodată, Directorul General al Vămii a precizat despre stringenţa dezvoltării sistemului informaţional „ASYCUDA World”, inclusiv prin crearea unor module suplimentare care vor permite operatorilor de transport depunerea predeclaraţiilor electronice TIR-EPD. La rândul său, Secretarul General al IRU, Umberto de Pretto și-a exprimat disponibilitatea acordării susţinerii metodologice în implementarea proiectului eTIR, precum şi a finanțării modificărilor operate în cadrul sistemului informaţional „ASYCUDA World” la compartimentele sus-menționate. Un alt subiect abordat în cadrul întrevederii l-a constituit inițiativa IRU cu privire la majorarea acoperirii financiare a Carnetului TIR de la 60 mii EURO (actualmente) până la 100 mii, aplicabilă pentru Republica Moldova. Măsura respectivă va permite agenților economici care desfășoară tranzacții internaționale de comerț să transporte mărfuri cu o valoare mai mare, garantându-se, totodată, achitarea drepturilor de import aferente, în cazul încălcării legislației vamale.
