Termenul de implementare a noului sistem de impozitare a bunurilor imobiliare urmează a fi extins cu doi ani

Termenului de implementare a noului sistem de impozitare a bunurilor imobiliare, bazat pe valoarea de piaţă, pentru bunurile neevaluate la această valoare, ar urma să fie extins din nou, cu doi ani. Aceacta, după cum prevede Proiectului politicii begetar-fiscale și vamale pentru 2017, va urma în contextul neevaluării în termen a tuturor bunurilor imobiliare în scopul impozitării. Suplimentar se propune concretizarea modului de determinare a bazei impozabile în cazul bunurilor imobiliare neevaluate de către organele cadastrale în scopul impozitării. Astfel, după cum prevede proiectul, costul bunurilor imobiliare impozabile va fi determinat în cazul persoanelor juridice şi persoanelor fizice înregistrate în calitate de întreprinzător, precum și a persoane, ce desfășoare activități profesionale conexe sectorului justiției, în baza documentelor de evidenţă contabilă. În cazul persoanelor fizice care nu sunt înregistrate în calitate de întreprinzător, costul va fi stabilit în baza documentelor, păstrate în arhivele organelor cadastrale sau conform valorii de inventariere, apreciată de către comisiile de specialitate formate din cadrul primăriilor. Ministerul Finanțelor menționează că prevederile respective au drept scop perfecționarea, concretizarea și corelarea legislației fiscale. Totodată, este necesar de a reaminti că potrivit unor amendamente în actele legislative în vigoare, adoptate anterior de Parlament, se permite evaluarea bunurilor imobiliare nu doar din sursele bugetului de stat, dar și din mijloacele autorităților publice locale (APL). Inițiativa vine din partea reprezentanţilor APL, care au menționat că unele primării ar putea obține granturi pentru a efectua evaluarea bunurilor imobiliare la valoarea de piață a acestora. Reprezentanții APL în Congresul Autorităților Locale din Moldova (CALM) au subliniat în repetate rânduri că pierd surse importante ce ar putea completa bugetele locale, din cauza că impozitul pe bunurile imobiliare este achitat de la valoarea de bilanț, dar nu de la valoarea de piață a imobilelor respective.
