Утвержден список крупных налогоплательщиков на 2019-2020 гг.

Государственная налоговая служба утвердила Список хозяйствующих субъектов – крупных налогоплательщиков (юридических лиц) на 2019-2020 гг. Приказ №637 от 23 ноября 2018 г. об утверждении Cписка экономических агентов – крупных налогоплательщиков (юридические лица) на 2019-2020 гг. опубликован в «МО» сегодня, 12 декабря, и вступит в силу 1 января 2019 г. В список включено 560 юридических лиц. ГНС уже второй раз утверждает список крупных налогоплательщиков-юрлиц на два фискальных года. Так, на 2017-2018 гг. в него первоначально было включено 650 субъектов, однако впоследствии он был пересмотрен, и с января 2018 г. в него входило 647 юрлиц. Крупные налогоплательщики-юридические лица были отобраны в соответствии с Приказом ГНС №1387 от 14.12.2016 г. об организации деятельности по администрированию крупных налогоплательщиков. Согласно установленным критериям, налогоплательщиков отбирают на основании показателей объема продаж, отраженных в налоговых отчетах (по принципу убывания), а также по объему налоговых обязательств (по принципу убывания), задекларированных и оплаченных налогоплательщиком. При формировании списка ГНС анализирует данные за два предыдущих налоговых года. В качестве крупных налогоплательщиков могут быть зарегистрированы новые предприятия, которые в момент основания обязуются в течение трех последующих лет инвестировать не менее 5 млн евро. Они должны подать письменное заявление в произвольной форме в ГНС в течение первого года с момента регистрации. В соответствии с утвержденными правилами, директор ГНС вправе, при необходимости, принимать решение об исключении из списка крупных налогоплательщиков раньше установленного срока и замене их другими субъектами, которые соответствуют установленным критериям. Максимальное число крупных налогоплательщиков не может превышать 650 юрлиц. С 2017 г. ГНС формирует и перечень крупных налогоплательщиков-физических лиц. Их максимальное количество составляет 600 человек. Работу с этими гражданами осуществляет Главное управление администрирования крупных налогоплательщиков. В данный список включаются физлица, которые соответствуют по меньшей мере двум из следующих критериев: являются налоговыми резидентами РМ; за последние три налоговых периода, предшествующих отчетному периоду, получили доходы, превышающие сумму 3 млн леев; а совокупная стоимость обладаемых активов в период последнего налогового года превышает сумму 50 млн леев. Список крупных налогоплательщиков-физлиц не публикуется, согласно Закону о защите персональных данных.
