Vom avea în curînd o nouă Strategie Națională de Dezvoltare Regională

Ministerul Dezvoltării Regionale și Construcțiilor (MDRC) prezintă pentru consultare publică proiectul Strategiei Naționale de Dezvoltare Regională (SNDR) pentru anii 2016-2020. SNDR este principalul document de planificare a dezvoltării regionale și prezintă activitățile privind implementarea politicii în domeniu. În Republica Moldova procesul de implementare a politicii de dezvoltare regională este relativ nou. Termenul de realizare a acțiunilor Strategiei Naționale de Dezvoltare Regională, aprobate în septembrie 2013, expiră la finele anului curent, astfel că MDRC a inițiat procesul de elaborare a unei noi Strategii. Acțiunile preconizate în noua Strategie își propun, în principal, să sporească competitivitatea regiunilor, să instaureze durabil coeziunea și buna guvernare în ele. Astfel, pe parcursul implementării activităților din cadrul noii Strategii se preconizează elaborarea și lansarea principalelor mecanisme de colaborare intersectorială, cele de cofinanțare a unor proiecte regionale importante. Totodată, este necesar de a determina dreptul de proprietate asupra unor obiecte, care vor fi create în cadrul proiectelor de dezvoltare regională. Se prevede și elaborarea unui sistem informațional de control și evaluare a proiectelor de dezvoltare regională. Potrivit proiectului, SNDR pe 2016-2020 va fi implementată în două etape, prima pînă în 2018. Finanțarea se va face din Fondul național pentru dezvoltare regională, care conform legislației, constituie 1% din veniturile Bugetului de stat pe anul respectiv, din alte surse interne permise, din surse ale donatorilor externi. În anii 2011-2015 au fost realizate proiecte de dezvoltare regională în valoare de 831,17 mil. lei, finanțate din Fondul național pentru dezvoltare regională. Domeniile în care au fost realizate proiectele țin de aprovizionarea populației cu apă potabilă și servicii de canalizare, construcția unor porțiuni de drum, îmbunătățirea factorilor de mediu, sporirea atractivității turistice și susținerea businessului prin crearea de incubatoare de afaceri. Proiectul SNDR 2016-2020 a fost elaborat de grupul mixt de specialiști ai MDRC, cu participarea activă a specialiștilor Agențiilor de Dezvoltare Regională și a membrilor Grupului de lucru interministerial, creat prin ordinul ministrului, cu suportul experților naționali şi internaționali din Polonia, Germania și Marea Britanie.
