Cursuri de instruire privind utilizarea SIA MTender pentru funcționarii instituțiilor bugetare din Chișinău

Instituția Publică „Centrul de Tehnologii Informaționale în Finanțe” (CTIF) anunță că în luna septembrie 2018 va organiza, pentru specialiștii în domeniul achizițiilor publice din cadrul autorităților și instituțiilor bugetare din mun. Chișinău, cursuri de instruire privind utilizarea instrumentelor electronice de achiziții publice MTender. Aceste cursuri sunt ghidate de formatorii Centrului de instruire în finanțe din cadrul CTIF, iar participarea la ele este gratuită. În ultimele două luni, CTIF a organizat cursuri de instruire cu tematica sus–menționată în 21 de unități administrativ–teritoriale ale țării. La ele au participat responsabili pentru derularea achizițiilor publice din cadrul a 320 de autorități și instituții bugetare. În prima parte a acestor cursuri, participanții sunt familiarizați cu elementele cheie ale Conceptului tehnic al Sistemului Informațional Automatizat ”Registrul de stat al achizițiilor publice” (SIA MTender), aprobat prin Hotărârea Guvernului nr. 705 din 11.07.2018. În а doua parte participanții beneficiază de asistență la toate etapele de utilizare a SIA MTender. Aceste etape includ testarea funcționalităților SIA MTender, înregistrarea în sistem, introducerea datelor contractelor de achiziții publice, generarea și semnarea electronică a acestor contracte pe trei platforme de achiziții publice: e-licitatie.md, achizitii.md și yptender.md. Cursurile pentru specialiștii în domeniul achizițiilor publice din mun. Chișinău vor avea loc în oficiul Centrului de instruire din cadrul CTIF pe adresa: mun. Chișinău, str. Constantin Tănase, 6, etajul 4, bir. 415 A. Doritorii de a participa la cursuri urmează să se înscrie în prealabil la tel: 022 822 032 sau, în regim online, pe adresa de email: instruire@ctif.gov.md. Potrivit Conceptului tehnic al SIA MTender, acesta este un sistem electronic al achizițiilor publice (disponibil pe www.mtender.gov.md) care are menirea de a asigura desfășurarea în regim online a tuturor procedurilor de achiziții publice, posibilitatea accesării gratuite a sistemului, depunerea ofertelor online prin intermediul unor formulare interactive și evaluarea automată a propunerilor financiare, factor ce va contribui la excluderea definitivă a utilizării hârtiei în derularea acestui proces. Conform statutului CTIF, aprobat prin HG nr. 125 din 06.02.2018, instituția este abilitată să acorde suport instituțional în procesul de dezvoltare a capacităților profesionale ale personalului care activează în domeniile: finanțe publice, achiziții publice, fiscal și vamal.
