Update 05.09.2014: Regulamentul privind serviciul electronic guvernamental de jurnalizare (MLog)

MLog este un serviciu centralizat care are scopul de a oferi un mecanism securizat și flexibil de jurnalizare și audit, asigurând evidența operațiunilor (evenimentelor), produse într-un sistem informațional la un timp dat.. Jurnalizarea presupune un procedeu folosit de sistemele informaționale pentru înregistrarea evenimentelor, incluzând data și ora producerii evenimentului, acțiunea întreprinsă, precum și alte detalii specifice evenimentului care îl descriu complet astfel încât să răspundă cerințelor de audit ale deținătorilor de sisteme informaționale și ale utilizatorilor serviciului MLog. Pentru moment, accesarea informației colectate și gestionate de sectorul public prin diferite sisteme informaționale nu este jurnalizată corespunzător. Din acest motiv, reglementările privind securitatea informațiilor protejate de lege, în special, celor furnizate de mediul de afaceri, și dreptul la protecția datelor cu caracter personal ale persoanelor fizice de multe ori nu sunt respectate. Pana acum scopul accesării, prelucrării și transmiterii informațiilor și temeiul legal în baza căruia au loc acestea rămân deseori necunoscute, fiind constatate și unele cazuri de prelucrare neautorizată a unor informații. Aceasta prezintă riscul săvârșirii unor fapte ilegale care afectează exercitarea normală a funcției, prin folosirea actelor de corupție și abuzul de serviciu, de către personalul din cadrul autorităților/instituțiilor publice care dețin sisteme informaționale, precum și de către angajații întreprinderilor de stat care prestează servicii publice și dețin sisteme informaționale aferente prestării acestora. Serviciul MLog va permite crearea rapoartelor, îndreptate spre analiza activității unui sistem informațional, care vor putea fi utilizate la evaluarea performanțelor profesionale ale funcționarilor responsabili de administrarea unui sistem informațional, precum și în procesul de evaluare a performanței colective a subdiviziunilor structurale/autorităților sau instituțiilor publice responsabile de gestionarea unui sistem informațional. Serviciul va fi găzduit de platforma tehnologică MCloud și va putea fi utilizat gratuit, în limitele competențelor prevăzute de lege, de autorități publice, instituții publice autonome, dar și de persoane fizice și juridice de drept privat.
