Agenda Foii de parcurs, realizată la 55%

Doar circa jumătate din acțiunile prevăzute de Foaia de parcurs privind agenda de reforme prioritare au fost realizate. La finalizarea termenului de implementare a foii de parcurs, nivelul de realizare a acesteia este estimat la circa 55%. Astfel, din cele 51 acțiuni prevăzute, doar 28 au fost realizate. Mai mult decât atât, 10 din acestea au fost apreciate drept „realizate cu rezerve”, cauzele variind de la nerespectarea întocmai a procesului de transparență decizională până la aspecte de conținut care necesită îmbunătățiri substanțiale. În același timp, 22 acțiuni, sau 43% din total, au fost inițiate, dar nefinalizate. Prin urmare, riscul evidențiat în raportul de evaluare intermediară, publicat la 1 decembrie 2017, privind întârzierea implementării multor acțiuni, s-a materializat. Ca și în raportul precedent, constatăm că motivele principale ale încălcării termenelor-limită țin de stabilirea unor ținte calendaristice prea ambițioase, precum și reforma administrației publice care a afectat temporar ritmul reformelor în general și a implementării măsurilor stabilite în Foaia de parcurs în particular. Cel mai înalt nivel de realizare este estimat pentru domeniul “Guvernanță în sectorul financiar-bancar”, iar cel mai scăzut nivel este atestat în domeniul “Justiție și combaterea corupției”. Astfel, din cele 8 acțiuni prevăzute în domeniul “Guvernanță în sectorul financiar-bancar”, 6 acțiuni au fost realizate fără rezerve, 1 – realizată cu rezerve și 1 – initiată, dar nefinalizată. Un nivel atât de sporit de implementare este rezultatul orientării pro-active a instituțiilor din acest sector (în special BNM), inclusiv în contextul Memorandumului cu FMI. La polul opus, domeniul “Justiție și combaterea corupției” a înregistrat progrese modeste, 9 acțiuni din cele 10 planificate fiind iniţiate, dar nefinalizate. Cauzele unei asemenea performanțe negative probabil constau în capacitățile instituționale reduse, voința politică slabă și termeni de implementare prea ambițioși. Poate fi remarcat și domeniul “Reforma administrației publice”, unde din cele 6 acțiuni planificate, 5 au fost realizate, însă cu rezerve. Principala cauză este că reforma respectivă, deși este implementată cu ritm relativ sporit (asemenea reforme sunt complicate și, de regulă, se implementează lent, dacă sunt bazate pe evidențe și scopul este eficientizarea activității administrației publice), nu are la bază analize funcționale și evidențe empirice, fiind astfel percepută mai curând ca o reformă politică și nu pentru a îmbunătăți politicile publice, precum și nu se implementează în mod transparent și previzibil.
