Андриан Канду о макрофинансовой помощи и Венецианской комиссии

Молдова выполнила абсолютное большинство условий для получения первого транша макрофинансовой помощи от ЕС, а также часть условий для последующих траншей. Как отметил председатель парламента, соглашение по макрофинансовой помощи обсуждалось с Евросоюзом долго, примерно полгода, и многие условия ЕС власти начали внедрять досрочно, еще в ходе переговоров по документу, который был подписан в Брюсселе в конце ноября текущего года. Спикер назвал примерным поведение властей и подчеркнул эффективность действий Правительства и Парламента. Как было отмечено, для получения первого транша макрофинансовой помощи ЕС парламент Молдовы должен был принять новый Закон о правительстве для реформирования центральной публичной администрации, создать Национальное агентство по разрешению споров и обеспечить его функциональность, принять новый Закон о государственных и муниципальных предприятиях для повышения их транспарентности и ответственности, одобрить новые законы о Счетной палате, о предотвращении отмывания денег и борьбе с финансированием терроризма. Также необходимо было назначить руководство Национальной комиссии по неподкупности, принять Закон об Агентстве по возмещению добытого преступным путем имущества, новый Закон об энергетике, принять дальнейшие меры для сокращения числа разрешений и лицензий для бизнеса, одобрить новый закон о Таможенной службе. Невыполненными остались лишь несколько из этих пунктов: Закон о Таможенной службе и Закон о предотвращении отмывания денег и борьбе с финансированием терроризма нужно принять во втором чтении, а также избрать новое руководство Нацкомиссии по неподкупности. Эти действия будут предприняты в самое ближайшее время. Спикер Андриан Канду не стал отвечать на вопрос депутатов от фракции ЛДПМ о необходимости выполнения предварительных условий для получения макрофинансовой помощи ЕС, главным из которых является выполнение рекомендаций Венецианской комиссии, которая высказывалась против перехода Молдовы в нынешних условиях к смешанной избирательной системе. В ЕС отмечали, что власти Молдовы в качестве предварительных условий получения макрофинансовой помощи должны соблюдать эффективные демократические механизмы, в том числе многопартийную парламентскую систему, верховенство закона, соблюдение прав человека и добиваться прогресса в улучшении управления, обеспечения свободы, независимости, плюрализма, укрепления независимости судебной власти и внедрения Соглашения об ассоциации, включая глубокую и всеобъемлющую зону свободной торговли. Андриан Канду назвал манипуляцией комментарии оппозиции об увязке выделения помощи с отменой смешанной избирательной системы. Он отметил также, что скоро Венецианская комиссия проведет оценку выполнения молдавскими властями ее рекомендаций по проекту внедрения смешанной избирательной системы.
