Asociaţia Investitorilor Străini se pronunță în favoarea înlocuirii patentei în comerț cu activitatea independentă

Membrii Asociației Investitorilor Străini (FIA) susțin noile amendamente la Legea cu privire la patenta de întreprinzător, ce prevăd nu doar anularea patentei pentru activitățile de comerț, ci și introducerea unui nou concept în Codul Fiscal al Republicii Moldova, cel de „activitate independentă”. Noțiunea de „activitate independentă” presupune un regim simplificat de impozitare și de desfășurare a activității comerciale pentru persoanele fizice ce obțin venituri din activitatea independentă de comerț: înregistrarea activității se va face prin depunerea unei cereri la organul teritorial al Serviciului Fiscal de Stat, plafonul veniturilor din vânzări va fi majorat de două ori, iar taxarea va fi de 1% din venitul din vânzări (din suma impozitului pe venit datorat se va scădea suma cheltuielilor suportate pentru procurarea mașinii de casă și de control), întreprinzătorii vor fi, totodată, scutiți de plata taxelor locale. Noile modificări presupun și introducerea obligației utilizării mașinilor de casă și control, fapt ce va permite, în primul rând, evaluarea corectă a venitului obținut din activitățile independente și, concomitent, protejarea drepturilor consumatorilor, care, în caz de necesitate, vor putea apela la Agenția pentru Protecția Consumatorilor. Noul concept presupune, deci, mai multă transparență în desfășurarea activităților comerciale, fără a majora povara fiscală pentru întreprinzătorii ce practică astfel de activități. FIA a susținut, de fiecare dată, și a fost promotoarea unor condiții de concurență echitabilă, unor reguli transparente și clare în desfășurarea activităților economice, or este bine cunoscut faptul că sistemul actual de patente, grație faptului că deținătorii de patentă nu sunt obligați să țină o evidență contabilă și financiară, stă la baza unui număr impunător de eschivări de la achitarea impozitelor și a vânzărilor tenebroase, fapt ce periclitează creșterea economică a țării.
