La 21 ianuarie 2019, Banca Națională a Moldovei (BNM) a aderat la Memorandumul de cooperare încheiat între Autoritatea Bancară Europeană (ABE) și autoritățile de supraveghere bancară din unele țări ale Europei de Sud-Est. „Aderarea la Memorandumul cu ABE este un pas important al BNM în contextul realizării angajamentelor din Acordul de Asociere Republica Moldova – Uniunea Europeană și al promovării reformelor din sectorul bancar în vederea fortificării cadrului de reglementare și supraveghere în conformitate cu standardele internaționale”, subliniază guvernatorul BNM, Octavian Armașu. Republica Moldova este prima țară din cadrul Parteneriatului Estic care a aderat la acest memorandum. Această realizare a fost posibilă după ce, în anul 2018, ABE a evaluat pozitiv regimul de confidențialitate aplicat de Republica Moldova în domeniul supravegherii bancare. Odată cu aderarea la Memorandum, va fi instituit un cadru de cooperare și schimb de informații între BNM și ABE în domeniul reglementării și al supravegherii bancare. BNM va fi invitată să participe la forumurile organizate de ABE pentru autoritățile de supraveghere bancară din Europa de Sud-Est, va primi cu regularitate informații privind dezvoltarea cadrului unic de supraveghere din Uniunea Europeană, privind convergența practicilor de supraveghere, privind funcționarea colegiilor de supraveghetori din Uniunea Europeană (ABE va depune eforturi pentru a facilita participarea BNM la aceste colegii) și privind riscurile și vulnerabilitățile din sistemul bancar al Uniunii Europene. De asemenea, ABE va oferi acces pentru BNM la activitățile sale de formare profesională organizate cu regularitate. În același timp, BNM va furniza către ABE, periodic sau ad-hoc, informații cu privire la evoluțiile relevante ale sistemului bancar din Republica Moldova, care vor fi utilizate în scopuri de analiză a riscurilor. Autoritatea Bancară Europeană (ABE) este o autoritate independentă a Uniunii Europene, creată în anul 2011, cu scopul de a asigura un cadru eficient și consecvent de reglementare și supraveghere prudențială în întregul sector bancar al Uniunii Europene. ABE face parte din Sistemul european al supraveghetorilor financiari (SESF) și are ca obiective principale menținerea stabilității financiare în Uniunea Europeană și asigurarea integrității, a eficienței și a bunei funcționări a sectorului bancar.
