Acțiunile realizate în cadrul implementării noului sistem de formare a bugetelor locale nu au fost conjugate de un efort fiscal propriu din partea autorităţilor administraţiei publice locale (AAPL), acestea nefiind în temă și nedemonstrând o preocupare punctuală în acest sens. Aceasta este una dintre concluziile din raportul auditului de performanță ”Care este impactul reformei finanțelor publice locale asupra descentralizării financiare a unităţilor administrativ-teritoriale?”, examinat de către Curtea de Conturi. Scopul misiunii de audit a constat în determinarea cum a influențat implementarea noului sistem de formare a bugetelor locale asupra sustenabilității bugetelor UAT și dacă acest sistem a ținut pasul cu intențiile prestabilite în cadrul legal-normativ, relevante descentralizării financiare. Cu scopul stabilirii eșantionului de audit, au fost determinați și analizați 3 indicatori financiari: capacitatea de autofinanțare a autorităților locale, gradul de acoperire a cheltuielilor pe seama veniturilor proprii și gradul de dependența financiară a autorităților locale. Desfășurarea misiunii de audit s-a efectuat în 8 UAT de nivelul I din cadrul mun. Chișinău (orașele Vadul lui Vodă, Durlești, Sîngera, Codru; comunele Tohatin, Băcioi; satele Condrița, Ghidighici), 12 UAT de nivelul I din raionul Rîșcani (orașele Rîșcani, Costești; comunele Alexandrești, Duruitoarea Nouă, Grinăuți, Recea, Șumna; satele Aluniș, Corlăteni, Nihoreni, Pociumbăuți, Văratic), precum și în 1 UAT de nivelul II - mun. Chișinău. În urma auditului, s-a stabilit mai multe dezavantaje ale reformei implementate. S-a înregistrat o reducere simțitoare a cuantumului de venituri proprii ale bugetelor locale, respectiv, ponderea acestora fiind diminuată și, implicit, majorându-se gradul de substituire a veniturilor decăzute cu transferuri din contul bugetului de stat. Totodată, incapacitatea AAPL de a efectua cheltuieli capitale din contul mijloacelor proprii, ceea ce influențează asupra calității serviciilor în interes public al comunităților. Neîntreprinderea măsurilor în vederea consolidării managementului financiar la nivelul AAPL, se menționează în raportul de audit. Oportunitățile principale care vor contribui la atingerea obiectivului reformei finanțelor publice locale sunt următoarele:
  • întreprinderea măsurilor pentru dezvoltarea economiilor locale, generatoare de venituri publice;
  • redefinirea nomenclatorului de impozite și taxe de însemnătate locală, respectiv, reevaluarea materiei/bazei impozabile pentru reașezarea unei noi baze de venituri adiționale formării bugetelor locale;
  • instruirea personalului AAPL prin familiarizarea cu conceptul descentralizării financiare și activitățile aferente pentru valorificarea oportunităților noului sistem de formare a bugetelor locale.
