Expert-Grup: Este oare finanțarea poliției prea scumpă pentru Republica Moldova?

Securitatea și ordinea publică este o precondiție fundamentală pentru dezvoltarea durabilă a oricărui stat. Într-un mediu instabil și criminal stimulentele oamenilor de a investi în propria dezvoltare și afacere scad brusc din simplu motiv, că în orice moment aceștia își pot pierde viața sau averea. Pentru a diminua aceste riscuri este nevoie ca statul să dețină monopol asupra utilizării forței, să construiască instituții puternice și integre pentru a ține sub control procesele criminogene.Totodată, suprimarea criminalității nu poate fi atinsă doar aplicând forța brută, fără a respecta drepturile omului și a câștiga încrederea populației. Instrumentul instituțional prin care statul, de obicei, asigură ordinea publică și securitatea internă este poliția - o componenta centrală a Ministerului Afacerilor Interne. Pentru a îmbunătăți performanța instituțională, transparența și respectarea dreptului omului în anul 2010 a fost lansată reforma radicală a MAI. Pe parcursul acestor ani, au fost publicate multiple analize de către experții locali și cei străini privind mersul acestor reforme. Studiile date puneau mai mult accentul pe procesele de ajustare instituțională și juridică, și mai puțin pe costul de întreținere a Poliției și eficiența cheltuirii banilor publici pentru asigurarea securității interne a statului și societății. Astfel, la momentul actual lipsesc analize concludente privind volumul real de cheltuieli bugetare destinate Poliției, dar și care ar putea fi impactul acestora în timp. Studiul dat are scopul de a acoperi vidul analitic privind volumul real de cheltuieli pentru Poliție. Delimitarea și definirea limitelor instituționale ale Poliției sunt importante din considerentul că Poliția este doar una din componentele Ministerului (Capitolul 1). Deja în baza delimitării instituționale se va face o analiză a evoluției cheltuielilor pentru Poliție, numărului polițiștilor, dar și densitatea lor la 100 mii de locuitori. De asemenea, volumul de finanțare și de completare a Poliției este analizat și în comparație cu alte țări din regiune (Capitolul 2). Urmează analiza impactului cheltuielilor bugetare asupra îmbunătățirii serviciilor publice de securitate și ordine publică, punându-se accent pe evoluția ratelor de infracționalitate (Capitolul 3). Raportul mai vine cu un sumar și un set de recomandări de ordin strategic.
