Expert-Grup: liberalizarea comerțului cu UE nu a provocat șocuri pentru agricultura Moldovei

Expert-Grup a prezentat ”Evoluția comerțului cu bunuri dintre Republica Moldova și Uniunea Europeană în primii ani de funcționare a Zonei de Liber Schimb Aprofundat și Cuprinzător” în cadrul celei de-a treia ședințe a Grupurilor de consultări interne dintre Republica Moldova și Uniunea Europeană dedicate comerțului și dezvoltării durabile. Conform autorului Alexandru Fala, ”în primii ani de funcționare a Zonei de Liber Schimb Aprofundat și Cuprinzător (ZLSAC) comerțul Republicii Moldova cu UE a cunoscut o evoluție pozitivă. Deși, prețurile la export s-au redus, creșterea volumului fizic al exportului s-a accelerat, iar în consecință valoarea livrărilor de bunuri către UE s-a majorat. Pe de altă parte, importul a cunoscut o evoluție negativă. Acest fapt a fost influențat de creșterea modestă a volumului fizic la importurile din UE și de reducerea prețurilor la import. Drept urmare raporturile comerciale s-au îmbunătățit, iar în 2016 comparativ cu 2014 deficitul balanței comerciale cu UE s-a înjumătățit. De asemenea, liberalizarea comerțului cu UE nu a provocat șocuri pentru sectoarele vulnerabile ale economiei naționale, cum ar fi agricultura. Mai mult, majorarea exportului de produse agro-alimentare a depășit importul acestor bunuri din UE. Totodată, încă nu se atestă o schimbarea semnificativă structurii economiei naționale, deși implementarea ZLSAC a favorizat exportul și implicit dinamica economică. Astfel, exportul în UE continuă să fie dominat de produse ce provin din sectoare economice, ce se bazează pe utilizarea extensivă a forței de muncă, cum ar fi: agricultura și industriile ce activează în baza de lohn. Astfel, deși funcționarea ZLSAC reprezintă o precondiție pentru modernizarea țării, asigurarea restructurării și dezvoltării economice a Republicii Moldova poate fi realizată doar în contextul implementării autentice a reformelor.”
