Кому доверят госказну?

Обслуживание государственного бюджета Молдовы могут доверить банкам, чья прозрачность вызывает сомнения, а сам тендер проходил в спешке. Государственный бюджет Молдовы, а это свыше 30 млрд леев, раньше обслуживал Banca de Economii. Теперь все эти средства должны быть доверены другому финансовому учреждению. Чтобы определить, какой банк может предложить наиболее выгодные государству условия, Министерство финансов провело тендер среди банков. Он продлился всего неделю, с 1-го по 7-е сентября, в то время как тендеры такого уровня должны проходить по меньшей мере месяц. Об этом для MBC TV сообщил финансовый эксперт аналитического центра IDIS Viitorul Сергей Гайбу. "Сроки тендера были очень ограниченными, так что не все желающие успели составить предложения и отправить их в Минфин. Согласно международной практике, тендеры такого масштаба и сложности длятся по меньшей мере месяц. Рекомендуется, чтобы тендер проходил 2-3 месяца", - сказал Сергей Гайбу. Официально имена участников и их предложения еще не раскрыты Минфином, но по неофициальным данным, желание обслуживать госказну выразили только Moldova Agroindbank и Victoriabank, которые, напомним, находятся под специальным надзором Нацбанка. Сергей Гайбу отмечает, что сам надзор не препятствует банкам предлагать Минфину свои услуги. "Специальный надзор отличается от спецуправления. Первый вводился во многих молдавских банках по разным причинам. Это всего лишь механизм, посредством которого Нацбанк может проводить дополнительные проверки, но он не ограничивает деятельность банка", - отметил специалист. Прозрачность же структуры акционеров не раз подвергалась сомнениям. В частности, Европейский банк реконструкции и развития намеревался увеличить свою долю в уставном капитале Victoriabank, чтобы «защитить третий крупнейший в РМ банк от нетранспарентных акционеров и сохранить независимость учреждения». Что решит Минфин и кому он доверит 30 млрд леев налогоплательщиков - станет известно уже к концу этой недели.
