Средние доходы нотариусов в 2015 году в десять раз превышали средние доходы по экономике и государственных служащих, говорится в исследовании Национального центра по борьбе с коррупцией (НЦБК), посвященном нотариальной деятельности. Как уточнили в пресс-службе НЦКБ, дефицит вакантных мест в нотариальной системе делает невозможным доступ к этой профессии молодых специалистов и способствует высокому риску коррумпированности. Распространена информация о существовании сборов за получение лицензии нотариуса, в зависимости от территориального расположения места деятельности или о продвижении лиц, близких к чиновникам, либо родственников нотариусов. Ограничение числа нотариусов напрямую ведет к повышению стоимости их услуг, страдает качество этих услуг, - отмечается в исследовании. Авторы исследования пришли к выводу, что плата, взимаемая нотариусами за свои услуги, противоречит положениям Закона о порядке исчисления платы за нотариальные услуги. Пользователи услуг вынуждены нести дополнительные расходы, непропорциональные сделкам. Кроме того, доступ к профессии нотариуса искусственно ограничен. Обладатель лицензии в области права практически не может стать нотариусом из-за ограничения вакантных мест на рынке или обязательного условия о стажировке. К профессии нотариуса, как считают авторы исследования, допускаются в основном родственники действующих нотариусов, судей и других должностных лиц. В документе также подчеркивается, что территориальное распределение нотариусов не пропорционально количеству населения. Так, 50% нотариусов работает в Кишиневе, а в некоторых районах вообще нет нотариусов. По данным Министерства юстиции, в настоящее время в Молдове зарегистрировано около 300 государственных нотариусов. Больше всего их в Кишиневе (147), Бельцах (16) и Гагаузии (10), меньше всего – в Дондюшанском, Глодянском, Тараклийском и Криулянском районах – по одному нотариусу.
