НКФР: 40% небанковских кредитов выдаются без залога

Более 40% займов микрофинансовых организаций Молдовы не страхуются привычными для банковского сектора залогами. Начальник управления Национальной комиссии по финансовому рынку (НКФР) Алина Чеботарева сказала, что займы предоставляют на срок от одного года до пяти лет, и на их долю приходится 30% финансирования. «Что касается предоставления займов на пять лет и дольше, то здесь только 7% предоставляемых займов не имеют страхового покрытия в виде залогов», - отметила она, обратив внимание на то, что менеджеры финансовых организаций самостоятельно управляют рисками, связанными с возвратом займов и уплатой по ним процентов. Характеризуя растущее количество в Молдове небанковских финансовых организаций, в НКФР обратили внимание на то, что многих в работе на этом сегменте рынка капитала привлекает достаточно либеральные условия по сравнению с банковским сектором, который строго регламентируется Национальным банком, а также высокая доходность. К примеру, если судить по финансовым результатам финансовых организаций за 2016 г., то показатель рентабельности активов (ROA) составил 10%, а рентабельность капитала (ROE) 27%. Из 13 финансовых организаций на долю семи приходится 77% от общего объема предоставленных займов. В этих финансовых организациях менеджеры практикуют не только финансовые займы, но и лизинг, а также кредитование заемных сберегательных ассоциаций в сельской местности. Средний объем таких кредитов составляет примерно 300 тыс. леев. «На долю 106 микрофинансовых организаций приходится доля рынка финансовых займов в размере 23%. Средний размер одного займа у них по итогам 2016 г. составил 30 тыс. леев, а самая низкая сумма займа, согласно предоставленной отчетности - 700 леев», - сказала в заключение Алина Чеботарева.
