Проблема выплаты зарплат "в конвертах" - в поле зрения премьера

Вопросы сокращения масштабов теневой экономики и борьбы с выплатой зарплат «в конвертах» обсуждались на встрече премьер-министра Павла Филипа с представителями компании PriceWaterhouseCoopers (PWC), которая является координатором Фонда надлежащего управления, финансируемого правительством Великобритании. Премьер отметил, что объемы данного явления диктуют необходимость поиска решения проблем с тем, чтобы убедить экономических субъектов работать законно и улучшить уровень сбора налогов в госбюджет. В этих целях в рамках Экономического совета при премьер-министре была создана рабочая группа, которая представила предложения и определила ряд ограничений. В этом контексте Павел Филип выразил заинтересованность результатами исследования по улучшению уровня сбора налогов путем внедрения мер по снижению неформальной экономики, разработанного представителями компании PWC. Эксперты представили опыт румынских налоговых органов в этой области, которые запустили аналогичную реформу в 2013 г. и которая дала хорошие результаты. По их словам, реформа содержала не только ограничительные меры, но и налоговые послабления. В результате внедрения реформы, несмотря на сокращение налогового бремени, накопления в государственный бюджет выросли. Премьер-министр подчеркнул важность сбалансированной и справедливой налоговой нагрузки для стимулирования экономических агентов работать в соответствии с законом. По итогам дискуссий была высказана заинтересованность к запуску в РМ проекта, схожего с румынским. Его разработка будет возложена на Экономический совет при премьер-министре. По мнению премьера, в данном вопросе упор нужно ставить на такие компоненты как выдвижение действенных решений по снижению неформальной занятости и зарплат «в конвертах», сокращение выплат зарплат наличными, налоговая либерализация, разработка методологии оценки предложенных решений.
