Проект взаимоподключения электросетей Молдовы и Румынии: необходимо доверие инвесторов и внешних доноров

Об этом представители независимого аналитического центра Expert-Grup заявили в ходе презентации исследования «Мост через Прут версия 2.0: взаимоподключение электросетей Румынии и Молдовы». Совместный проект Молдовы и Румынии предусматривает взаимоподключение 3-х электросетей - Исакча-Вулканешты-Кишинев, Яссы-Унгены-Страшены и Сучава-Бельцы, а также строительство к каждой из них станции back-to-back. В частности, проект Исакча-Вулканешты-Кишинев (330 кВ) и строительства станции back-to-back в Вулканештах оценивается в 140 млн. евро. Проект Яссы-Унгены-Страшены обойдется примерно в 275 млн. евро (137 млн. евро – инвестиции молдавской стороны), а Сучава-Бельцы – 132 млн. евро (63 млн. евро - Молдова). Цель проекта по взаимоподключению - обеспечения энергобезопасности Молдовы, с учетом критического дефицита линий электропередач высокого напряжения, а также предпосылок к интеграции Молдовы в европейский энергетический рынок. Согласно исследованию Expert-Grup, для внедрения проектов и сохранения доверия внешних инвесторов Молдове необходимо:
  • внедрить новый прозрачный механизм государственных закупок электроэнергии у поставщиков по регламентированным тарифам;
  • укрепить потенциал и независимость НАРЭ;
  • законодательно запретить оффшорных посредников;
  • повысить прозрачность действия рабочих групп в области энергетики при молдавско-румынской межправительственной комиссии;
  • внедрить новый Закон об электроэнергии, принятый в мае 2016 г.;
  • продвигать производство электричества из возобновляемых источников энергии и др.
Также в Expert-Grup считает необходимым для Румынии:
  • координировать финансовую помощь с условиями ЕС
  • открыть в Кишиневе представительство оператора рынка электроэнергии Румынии (OPCOM)
  • укрепить сотрудничество между национальными агентствами по регулированию в области энергетики Молдовы и Румынии.
Со стороны ЕС эксперты считают необходимым:
  • обусловить предоставление бюджетной поддержки (около 50 млн. евро) проведением реформ в энергосекторе нашей страны (в области госзакупок, проведение тендеров и др.)
  • пересмотреть, совместно с Энергетическим сообществом ЕС, проекты по взаимоподключению электросетей Молдовы и Румынии.
