Такие выводы содержатся в заключении Счетной палаты, которая провела аудит управления системы видеонаблюдения за дорожным движением за 2014-2015 гг. Эта система была запущена 2012 г., камеры видеонаблюдения были установлены на 41 пункте в Кишиневе и 21-м – в 13 районах страны. По словам врио начальника Главного управления аудита местных органов управления Ирины Гутник, несмотря на то, что изначально целью системы было повышение безопасности на дорогах и снижение числа ДТП, из-за неверного выбора мест размещения видеокамер, эта цель не была достигнута – число ДТП, пострадавших и летальных случаев не сократилось. Неэффективность системы связана и с ее частичной или полной нефункциональностью в Кишиневе в некоторые периоды. Ирина Гутник отметила, что этот проект был с самого начала противоречивым. Так, МВД и подведомственные ему подразделения безответственно подошли к внедрению проекта: без разработки соответствующего нормативного законодательства, с нарушением правил планирования средств на закупку и обслуживание системы. Из-за того, что эксклюзивные компетенции государства были переданы частным лицам, государству был нанесен ущерб на 23,2 млн леев. Непоступление штрафов из-за невыполнения служебных обязанностей и упущения сроков предписания штрафов привело к потере доходов в бюджет на 69,9 млн леев. Счетная палата констатировала неверный учет оборудования этой системы на 71 млн леев, а предоставленный Китаем грант в размере 40 млн леев на внедрение системы видеонаблюдения, был использован без необходимой для этого авторизации правительства. Аудиторы выяснили, что предоставленное оборудование стоимостью 28 млн леев не было зарегистрировано в бухгалтерском учете МВД и подведомственных ему структур, а документы на оборудование стоимостью 18 млн леев в Молдове вообще не были обнаружены, при том, что министерство заявляет об их использовании. Часть установленного в Кишиневе оборудования не было зарегистрировано (на 0,5 млн леев), использованы нелегализованные в Молдове устройства, а превышение скорости транспортными средствами регистрировалось оборудованием, которое не прошло необходимую метрологическую проверку. Также у аудиторов есть основания подозревать, что разработчик софта для использования китайского оборудования, компания Rossoft, незаконно получила более 340 тыс. леев. Аудиторы обнаружили и незаконное вмешательство в систему посторонних лиц с целью обнуления штрафов и штрафных пунктов. Речь идет почти о 290 тыс. нарушениях, а неприменение штрафов по ним привело к утере доходов в сумме от 88 млн до 140 млн леев.
