Această declaraţie a fost făcută de către Guvernatorul Băncii Naționale în cadrul ședinței Comisiei parlamentare economie, buget și finanțe. În acest an BNM nu va avea beneficii din activitatea sa din cauza costurilor mari a politicii monetare, care anul trecut au fost de peste un miliard de lei, iar în acest an va atinge aproximativ 1,5 mlrd. lei. La nivel de capital statutar, noi nu suntem la nivelul de 10% din obligațiuni. Suntem la aproximativ 7% în 2015 și cred că vom fi la 6%, ținând cont că nu vom avea beneficii în acest an, a declarat Cioclea. Dacă în bilanțul nostru, ținând cont de toate obligațiunile legate de BEM, le trecem în pierderi, intrăm cronic într-un capital negativ pe ani de zile vom fi la minus 4 mlrd. lei. Nu ați depune bani într-o bancă care nu mai are capital. Banii pe care ni-i aduc băncile și numerarul pe care îl dă populația nu va mai fi garantat cu nimic. Deci vom avea o bancă centrală falimentară. Este răspunsul meu la niște întrebări pe care nu vreau să le discut din punct de vedere tehnic. Este responsabilitatea mea să vă spun care va fi impactul pe bilanțul băncii, susține Guvernatorul BNM. BNM a acordat în 2014 și 2015 credite urgente de 14,12 mlrd. lei pentru Banca de Economii, Unibank şi Banca Socială, ca acestea să-și onoreze obligațiile față de deponenți. Din aceste creanțe cele trei bănci au restituit până în prezent doar 756 mil. lei. De remarcat faptul că una din condițiile FMI pentru semnarea unui nou acord cu țara noastră este ca aceste datorii față de BNM să fie transformate în datorie publică.
