Как отмечает агентство InfoMarket, за последние несколько месяцев в Молдове существенно снизились цены на табачные изделия. Согласно «Мониторул Офичиал», в конце 2014 года резко подешевел Camel (с 19 до 14 леев), Kent и Lucky Strike упали в цене на 8 и 4 лея соответственно. В начале текущего года снизились цены и на другие марки: подешевел Winston - с 18 до 14 леев, на 7 леев упало в цене Marlboro – до 16 леев. Помимо обострения конкуренции, эксперты связывают подобную динамику рынка и с несовершенством налогового законодательства. Действующая в Молдове структура акциза сильно зависит от цен на сигареты: чем ниже розничная цена сигарет, тем меньше налог. Кроме того, в отличие от стран ЕС, в Молдове не применяется принцип взимания минимального налога на сигареты. Соответственно, государство косвенно стимулирует снижение цен на табачную продукцию, а снижение цен автоматически означает сокращение поступлений в бюджет. По мнению директора Института рыночной экономики Романа Киркэ, спасти ситуацию поможет пересмотр структуры акциза в пользу фиксированной составляющей. При таком подходе доходы бюджета не будут попадать в зависимость от ценовых решений игроков рынка. Во многих государствах ЕС это уже давно поняли. Так, в Швеции и Дании процентную составляющую акциза снизили до 1%, в Великобритании этот показатель составляет 16,5%, в соседней Румынии идет на понижение с 18% до 14% с апреля 2015, в то время как на Украине еще два года назад процентная ставка акциза была снижена в два раза - с 24% до 12%. В Молдове этот показатель составляет в настоящее время 24%. Как сообщалось ранее, в рамках евроинтеграционных процессов Молдова взяла на себя обязательства по приведению акцизного законодательства в соответствие с требованиями ЕС.
