В официальном заявлении Всемирного банка, отмечается, что при изучении законодательной инициативы экспертами ВБ «выявлен ряд рисков, о которых было сообщено властям 15 декабря 2016 г.». Поспешность при принятии закона, не сделает его эффективным инструментом ни против коррупции, ни против теневой экономики. От выполнения пакета законов о неподкупности зависит будущая финансовая поддержка РМ Всемирным банком. Мы признаем только те реформы, которые могут положительно повлиять на жизнь простых граждан, - подчеркивается в сообщении ВБ. По словам постоянного представителя ВБ в Молдове Алекса Кремера, поддержка Всемирного банка направлена в первую очередь «на отделение государственных интересов от частных, а также на создание новых рабочих мест». Ранее спикер парламента Адриан Канду, который является одним из авторов проект закона о либерализации капитала и налоговом стимулировании, заявлял, что данный документ может быть принят только после прохождения им экспертизы зарубежных специалистов, в частности, экспертов Международного валютного фонда и Всемирного банка. Суть предлагаемого закона сводится к тому, чтобы граждане РМ могли зарегистрировать принадлежащее им имущество, заплатив налог в размере 2% от его стоимости. Процедура предусматривает, что регистрации имущества не потребует ответа на вопрос, каким способом оно было заработано, а главное, на какие средства приобретено.
